A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ADOPTING A MISSION STATEMENT AS AN ADDENDUM
TO THE CITY OF ELK RIVER'S 1988 GROWTH MANAGEMENT PLAN
WHEREAS, the City Council of the City of Elk River directed
the Planning Commission for the City of Elk River to
develop a Mission Statement for the City of Elk
River; and
WHEREAS, the City Council of the City of Elk River reviewed
said Mission Statement and found it acceptable; and
WHEREAS, both the Planning Commission and City Council for the
City of Elk River held public hearings regarding the
addition of said Mission Statement to the City of Elk
River's 1988 Growth Management Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Elk River, Minnesota that the Mission Statement,
as prepared by the Elk River Planning Commission, is
adopted as an addendum to the City of Elk River's
1988 Growth Management Plan.
Passed and adopted by the City Council of the City of Elk River
this 17th day of September 1990.

MISSION STATEMENT
-
ELK RIVER: WHERE CITY AND COUNTRY FLOW TOGETHER
Individuals involved in planning for the future of a city must
lift their eyes to the horizon and create a vision of their
future community. While the city on the horizon exists only in
the imagination today, one day it will be inhabited by citizens
who have inh~rited today's planning legacy. That we must take
ownership in our responsibility to those future citizens is
clear. By giving voice to our city's vision, this statement will
provide planning and policy guidance as we advance toward the Elk
River of the future.
This visionary City of Elk River will be a place where people are
proud to live; a city that respects its natural resources,
celebrates its river city heritage, and blends a rural
environment with city opportunities.

The facilities in which future Elk River citizens will live and
work will be grouped together in comfortable environments built
around its many resources. The city will be comprised of a
retail and business core with small village-like settings located
around permanent park areas and open spaces. These village-like
settings will demonstrate a thoughtful plan for growth which
shows respect and responsibility for maintaining the city's
country image.
Elk River will encourage and include light and medium industrial
types of businesses located in specified industrial development
parks. These parks will be strategically located near adequate
transportation and infrastructure where they will not intrude on
residential neighborhoods.
This vision of Elk River will come about as a result of
consistent, well-planned development with layout, design, and
architecture that embraces the new while respecting the past.
Achievement of our vision for Elk River will require:
-enthusiastic leadership from the city council, city staff,
planning commission, park and recreation commission to breathe
life into the vision.
-citizen participation to provide the ownership and sense of
community needed to achieve the vision and keep it current.
-teamwork on the part of citizens,elected and appointed
officials, city staff, civic and business leaders working toward
common objectives.

-commitment to an ongoing planning process which keeps the vision
dynamic through time.
-government which is responsive to the needs and wishes of the
current citizens, while mindful of its responsibility to the
citizens of the future.
