VILLAGE OF ELK RIVER COUNCIL MEETING
January 5, 1959
The regular meeting of the Elk River Village Council was held at the village hall on January 5, 1959
with all members present. The meeting was called to order by Mayor Johnson. The minutes of the
last meeting were read and approved.
Kendal Houlton presented a petition asking for vacation of part of the village park. (see petition on
file with village clerk).

A motion was made by Kemper and seconded by Bergerson to set February 2 for hearing on
petition for vacating part of park. Motion carried.
Clem Stempflug was present and upon motion by Meyer and second by Bergerson on and off beer
license for the Tip Top Café was renewed for 1959.
Mr. Fred Merrill made a report of persons interested in sewer extensions north and south of Lake
Orono copy of report on file with village clerk.
The council decided to have Mayor see Bank of Elk River regarding fleet insurance for village
vehicles.
A motion was made by Bergerson and seconded by Kemper to raise salary of clerk to $95.00 a
month beginning January 1, 1959. Motion carried.
Motion by Meyer and seconded by Briggs to appoint Harry Dreissig Fire Chief for 1959. Motion
carried.

Resolution
Trustee: Meyer offered the following resolution and moved its adoption: It was seconded by Trustee
Kemper and passed all voting in favor.
BE IT RESOLVED, that a public hearing before this body be held on January 19, 1959, at 7:30
P.M. at The Lincoln School for the purpose of the consideration of the following matters:
1. Enactment of a proposed zoning ordinance, including the division of the village into zoning
districts to carry out such purpose, according to the recommendations of I.S. Shattuck,
Zoning consultant, as per draft of May 23, 1958, and attached district map of the zoning
plant now on file with Village Clerk, and,
2. Enactment of a proposed house numbering and street naming ordinance, as per draft of
November 20, 1958, and street name map attached,
BE IT RESOLVED That all persons wishing to express views for or against the enactment
of said proposed ordinance be urged to attend and present their views before this body, and
BE IT FURTHER RESOLVED, That the Village Clerk be authorized and directed, and is
hereby authorized and directed to give notice of said hearing which notice shall be
substantially in the following form:
NOTICE OF HEARING
NOTICE IS HEREBY GIVEN, That the Village Council of the Village of Elk River will
meet at 7:30 P.M., January 19, 1959, at The Lincoln School in the Village of Elk River,
Minnesota, for the purpose of conducting a public hearing upon the following named
matters:
1. Enactment of a proposed zoning ordinance, establishing zoning districts and zoning
regulations within the Village of Elk River, according to proposed ordinance now on file
with Village Clerk and available for public inspection.
2. Enactment of proposed house numbering and street naming ordinance, said proposed
ordinance now on file with Village Clerk.
All persons wishing to present their views for or against the enactment of said ordinance are
invited to be present.
