VILLAGE OF ELK RIVER COUNCIL MEETING
February 11, 1959
A special meeting was held at the Village Hall on February 11, 1959 with all members present.
The purpose of the meeting was to consider the matter of the zoning ordinance. Those interested
were asked to attend. The meeting was called to order by Mayor Johnson. There were about fifty
people in attendance.
Some persons on North side of the track feel that there should be certain sections zoned a general
commercial district (C-2) instead of local commercial district (C-1) like the main businesses section
on side of the track. Ermil Hoffman was represented by attorney. Hadley of Anoka. He would like
to have certain district on new highway at Fourth Street zoned as commercial instead of residential.
The question was asked regarding the rebuilding of residence which are now in commercial areas
when the buildings were destroyed by fire or other causes.
Mr. Shattuck, zoning engineer was present and answered most of the questions. He will make some
changes in the commercial areas. This move satisfied at least part of the objections.
Mr. Shattuck said that the Council would have authority to appoint an appeal board of three people.
This board would consider cases where the property owner felt he was caused a hardship.
The Council felt that the regulation requiring a residence to have an a shed of 960 square feet should
by changed to 750 square feet.
Atty. John Mac Gibbon was present and answered some legal questions. One suggestion was that a
building code would be enough without zoning. However the Council believes that the zoning
should be continued.
