01-05-1942 VCM VILLAGE OF ELK RIVER COUNCIL MEETING January 5, 1942 A regular meeting was held at the Municipal Bldg on January 5, 1942 at 7:30 P.M. Members present: M.C. Tesch, Pres; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J. Clinton Walker, Clerk The minutes of the previous meeting were read and approved. Mr. Harry Anderson, Mr. Kenneth Panney and Leslie Lange were present at the meeting and asked for direct relief. After discussing the cases with the clients a motion was made by E.L. Shadick and seconded by G.A. Bailey allowing Mr. Harry Anderson an eight dollar food stamp book. Mr. Kenneth Panney four dollars for rent for Jan. One dollar for lights, an eight dollar food stamp book and a lined work jacket. Mr. Leslie Lange an eight dollar food stamp book and seven fifty for his rent for January. Motion carried. A motion was made by G.A.Bailey and seconded by Frank Nickerson approving the five hundred dollar bond of H.J.Pfeiffer for Justice of Peace. Motion carried. The following committees for the year 1942 were appointed by Mayor M.C. Tesch: Road Committee – G.A. Bailey Frank Nickerson E.L. Shadick Parks Committee - Clinton Walker Frank Nickerson E.L. Shadick Relief Committee – Clinton Walker G.A. Bailey Sewer Water Committee – E.L. Shadick Frank Nickerson G.A. Bailey Clinton Walker Liquor Committee – Frank Nickerson Clinton Walker G.A. Bailey A motion was made by Frank Nickerson and seconded by E.L. Shadick to appoint Dr. A.B Rochlke as health officer for 1942. Motion carried A motion was made by G.A. Bailey and seconded by Frank Nickerson appointing Chas M. Nelson as Marshal at a salary of $75 a month and $25 a month for the use of his car. As pumper at $35.00 a month and as janitor of the municipal building from Oct. first until May first at $7.50 a month. Motion carried. A motion was made by G.A. Bailey and seconded by E.L. Shadick appointing Lee Slaback as water works superintendent at 40 cents an hour. A motion was made by Frank Nickerson and seconded by E.L. Shadick appointing Rupert Zimmer as Road commissioner and weed inspector at 45 cents an hour for his labor and 35 cents an hour for his truck. Motion carried. A motion was made by E.L. Shadick and seconded by Frank Nickerson to pay the clerk $15 a st month from Jan 1 of 1942 to Dec. 31, 1942 for keeping the Liquor Store books. Motion carried.
