VILLAGE OF ELK RIVER COUNCIL MEETING
February 16, 1942
A regular meeting was held at the Municipal Bldg on February 16, 1942 at 7:30 P.M.
Members present:
M.C. Tesch, Mayor; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J.
Clinton Walker, Clerk
Mayor Tesch stated that John Bither had been taking care of the flag in the Village park since Dec.

7 1941. Mr. Tesch suggested that John Bither be appointed to take care of the flag for the duration
of the war and that he be paid $2.00 per month for this service. A motion to this effect was made by
Clinton Walker and seconded by G.A. Bailey. Motion carried.
Mr. Harry Anderson presented a letter from Dr. Gordon Tesch stating that Mr. Anderson needed
his glasses changed. Mr. Anderson said he could not pay for the glasses and asked that the Village
get them for him. He was allowed the glasses.
Mr. August Leider said he had been paid off of W.P.A. for a few days and that he was in need of
groceries. He was allowed a $10.00 food stamp book.
Mr. Harley a federal government man, was present at the meeting and stated that the federal
government was desirous of obtaining from the Village a list of the projects that the Village is
contemplating sponsoring in the next ten or fifteen years. The idea being to have a list of projects
ready to start on as soon as the war is over to relieve the unemployment situation which will come at
that time. He was given the estimates on the sewer disposal plant.
No further business. Meeting adjourned.
