VILLAGE OF ELK RIVER COUNCIL MEETING
April 20, 1942
A regular meeting was held at the Municipal Bldg on April 20, 1942 at 7:30 P.M.
Members present:
M.C. Tesch, Mayor; E.L. Shadick, and G.A. Bailey, Trustees; J. Clinton Walker, Clerk
P. Cairincross was present at the meeting and said that he would be able to clean out the water main
in two or three days and would charge $75.00 per day. A motion was made by G.A. Bailey and
seconded by E.L. Shadick to engage P. Cairincross to clean out the water main, clean out the well
and check on the pump. Motion carried.
The following resolution from the E.R. Commercial was received by the Clerk (Resolution attached
to minutes).
A letter was read from the State Board of Health asking the Village Council to refrain from using the
new sanitary sewer system until the disposal plant has been built. The Clerk was instructed to write
to the State Board of Health stating that the Village Council had passed no ordinance permitting
connection to the sanitary sewer and had issued no permits for such connection, that there is no
more raw sewage being discharged into the river than there has been for the last several years.
A motion was made by E.L. Shadick and seconded by G.A. Bailey allowing the bill of the
Minneapolis General Hospital for the amount of $147.30 for the Hospitalization of Anna Smith.
A motion was made by E.L. Shadick and seconded by G.A. Bailey granting a license to R.C. O’Reilly
to operate 4 lines in a bowling alley of $5.00 per line. Motion carried.
No further business. Meeting adjourned.

Resolution.
Whereas: there have been numerous complaints received by the Committee on Civic Affaire of
the Elk River Commercial Club regarding the rates and service extended by the Elk
River Power and Light Company;
Whereas: there have been numerous heavy users of electricity contemplating the construction
of their own private plants, which would be detrimental to the welfare of the
community as a whole;
Therefore be it resolved, that the Elk River Commercial Club recommend to the
Village Council of the ability of constructing a Municipal plant, own their own
transmission system or any other plan which will produce lower rates and better
service.
This resolution has been unanimously adapted by the committee and is hereby
offered to the Club for it’s consideration.
