06-01-1942 VCM VILLAGE OF ELK RIVER COUNCIL MEETING June 1, 1942 A regular meeting was held at the Municipal Bldg on June 1, 1942 Members present: E.L. Shadick Trustee, Frank Nickerson, G.A. Bailey, and J. Clinton Walker, Clerk with G.A. Bailey as acting Pres. A motion was made by Frank Nickerson and seconded by E.L. Shadick to pay Chas. Nelson $7.50 as janitor of the Municipal building for the month of May. Arthur Leger applied for a renewal of his “off” and “on” sale 3.2 beer license and due June 12, 1942 and license for two pinball machines due June 1, 1942. A motion was made by E.L. Shadick and seconded by Frank Nickerson. Motion carried. W.M. Roggatz representing the Fire Dept. stated that the Fire Dept. had nominated Henry Olson as Fire Marshal and asked the Council confirm the appointment. He also asked for a appropriation to send representative to the Firearms Convention. A motion was made by Frank Nickerson and seconded by Clinton Walker appointing Henry Olson as Fire Marshal. Motion carried. A motion was made by E.L. Shadick and seconded by Clinton Walker to appropriate $30.00 for sending representative to the Fireman’s Convention. Motion carried. August Leider asked for help from the Village and a motion was made by Clinton Walker and seconded by Frank Nickerson allowing August Leider a $6.00 food stamp book. A motion was made by E.L. Shadick and seconded by Frank Nickerson to get an estimate of the cost of putting a rest room in the Municipal Bldg. Mr. Ed Bryan representing the N.P and G.N. Railroad companies stated that the railroads were trying to increase the speed of the trains between St. Paul and the coast and want to eliminate the restricted speed areas along the route. He said that the companies would extend the warning time at the crossings to compensate for the added train speed. After looking over the ordinance now in forced the Village of Elk River, Mr. Bryan was informed that there was no ordinance regulating the speed of trains through the Village of Elk River at the present time. A motion was made by Frank Nickerson and seconded by Clinton Walker granting building permits to, L.K. Houlton to move a one family dwelling and the Osseo Oil Co. to move the Texaco Oil Station. Mr. Chester Lockwood came before the council protesting the sewer assessment of $97.00 against his property stating that he did not have this much frontage. Mr. Lockwood was assured that the matter would be taken up with our attorney Mr. Moody. An application was received from Miss Carol Jean Briggs for the portion of life guard for the month of June, July, and August. A motion was made by E.L. Shadick and seconded by Frank Nickerson to hire Miss Carol Jean Briggs as life guard of a salary of $50.00 per month. Motion carried. A motion was made by G.A. Bailey to send a delegation to two to the League of Minnesota Municipal Convention at Ely, Minnesota and to appropriate $100.00 for the expense of said delegation. The motion was seconded by E.L.
