VILLAGE OF ELK RIVER COUNCIL SPECIAL MEETING
December 13, 1943
The special meeting of the Elk River Village Council was held in the Municipal building on
December 13, 1943
Members present Art Bailey, acting president, Shaddick, Leger, and Briggs.
Attorney Moody and R.W. Richardson met with the council. The franchise with the Elk River
Power and Light Co. was looked up and it was found that the franchise does not provide for
termination at any five-year period as was understood by the council. There was considerable
discussion about the electric light matter by those present which included the civic affairs committee
of the Commercial Club, R.K. Wilson, Chairman, and other Elk River citizens.
The following motion was made by Leger and seconded by Briggs:
That the Council desires an expression from the people of Elk River on the question of authorizing
the village to acquire a light plant, particularly with reference to a distribution system, giving the
council authority to issue bonds up to $60,000.00 to $70,000.00 to buy the present system if a fair
price can be obtained and to furnish money for a post war project by improvements to the system, a
white way and possible acquisition of the dam and flowage rights.
