REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING
February 4, 1946
Regular meeting of the Elk River Village Council was held at the municipal building on February 4,
1946 with all members present.
The meeting was called to order by Mayor Davidson.
The minutes of the last meeting were read and approved.
Ernst Nelson was present at the meeting and asked about using the old fire siren and having it
installed at the Hydro plant as people living in that part of town have trouble hearing the regular
siren. After some discussion a motion was made by Leger and seconded by Kramer that the old
siren be tried out at the Hydro plant. The motion carried.
E.L. Shadick met with the council and there was considerable discussion in regard to a walk that has
been built along the Shadick building between that building and the Caley building. A motion was
made by Leger and seconded Kramer to have Village Attorney look up the matter of the sidewalk
and also the storing of gas tanks within the Village limits. The motion carried.
Leonard De Schenes was present and explained tentative plans for a butcher shop and slaughter
house in the Village. Motion by Skellenger and second by Leger that the Council go on record as
being favorable to a slaughter house in town provided it is properly constructed and operated
according to State Board of Health regulations. Motion carried.
A motion was made by Leger and seconded by Skellenger that the Elk River Public Utilities pay the
salary of pumper hereafter. Motion carried.
The matter of bids for funding the sewer was discussed and a motion was made by Kramer and
seconded by Skellenger that the Village advertise for bids for that purpose. The motion carried.
Resolution
V.B. Skellenger proposed the following Resolution which was seconded by Elmer Leger:
Be it Resolved that the Village Council believes it is for the best interest of the Village of Elk River,
Minnesota that the Village enter into a joint use centered with Northwestern Bell Telephone
Company covering the joint use of poles in said Village.
Be it Further Resolved that the Mayor and the Clerk of said Village be, and hereby are authorized to
execute in duplicate and to place on file said joint use contract with Northwestern Bell Telephone
Company.
Upon being put to a vote the resolution was unanimously adopted.
