REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING
April 1, 1946
Regular meeting of the Elk River Village Council was held at the municipal building on April 1, 1946
with all members present. The meeting was called to order by Mayor Davidson.
The minutes of the last meeting were read and approved.
A motion was made by Leger and seconded Skellenger that the Lee Jay Motor Co. by permitted to
make temporary use of the Village building on the fair grounds for storage. The motion carried.
Shorty Christian was present at the meeting and there were some discussion regarding the
pasteurizing action of milk for the Village and the selling of raw milk by certain persons. The matter
was held over for investigation.
A motion was made by Skellenger and seconded by Leger that Oscar Odegard be granted a building
permit. Motion carried.
On account of several requests a motion was made by Leger and seconded by Skellenger that street
lights be placed where needed in the east part of town. Motion carried.
The matter of funding the sewer was brought up and for the reason that the bids opened on Mar. 14
were two high the Council decided to reject all bids.
Elmer Leger proposed the following.
Resolution:
Whereas the Village Council of the Village of Elk River, Minnesota finds that the completion of the
Village sewer system which was partially completed as a WPA project before being suspended by
reason of the outbreak of the war, is urgently needed to protect the public health.
And whereas the bids received at the letting of March 14, 1946 are so excessive as to be beyond the
means of the Village.
And whereas, the Village Council is advised and finds that said sewer system can be completed with
rented equipment and hired labor at a saving of at least $20,000 to the Village.
It is hereby resolved that the Village complete the sewer system with rented equipment and hired
labor and the Mayor and Village Clerk are hereby authorized to make such arrangements and
execute such agreements in behalf of the Village as may be necessary and expedient to complete said
sewer system as soon as possible.
It is further resolved that the sum of $80,000 be appropriated out of unexpended funds in the
Village Treasury for the purpose of completing the sewer system.
The foregoing resolution was seconded by V.B. Skellenger and upon being put to a vote was passed
unanimously.

The council decided that the Village needs a truck and the Clerk was instructed to advertise for bids
th
for a new truck, 1 ½ ton dump with hydraulic lift with 750 x 20 tires bids to be opened April 18.
A motion was made by Kramer and seconded by Skellenger that residential and commercial light
rates be dropped one cent for the forty kilowats. The motion carried.
A motion was made by Skellenger and seconded by Leger that the Village advertise for bids for two
diesel engines. The bids to be opened on May 2, 1946.
