07-01-1946 VCM REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING July 1, 1946 (minutes does not list date of meeting) The meeting was called to order by Acting Mayor Leger. The minutes of the last meeting were read and approved. Mr. J.C. Walker acted as clerk of the meeting in Mr. Brigg’s absence. Mayor Davidson was also absent. Clifford Martineau appeared before the Council in regard to sewer (storm) to drain his property. The matter is to be investigated. J.R. Bettinger appeared before the Council in regard to drainage at his place known as the old Wright place. He stated the recent sewer operations there impaired the drainage. The matter was turned over to Bill Franz, Sewer Engineer for Investigation. Otis Nickerson, D.A. Dare, R.A. Hastings, Chas. Bade, L.K. Houlton, Oscar Odegard, and Mrs. Mac Hamlett, representing the property owners on the alley running parallel and west of Princeton St. appeared and stated it was their wish to have this made a public alley. After considerable discussion it was deferred until they could get together and work out the most feasible location for this alley. The Council agreed to hold a special meeting when they had gotten together and had the thing worked out. Lloyd Youso requested a sewer connection. The report of the engineers advised that it would be impossible to get in there without exorbitant cost. However, later on when the Orono section of Elk River comes into the sewer district a lift station will be established and a sewer connection can then be provided to Mr. Youso. Harry Dreissig petitioned for a sewer connection which upon motion was duly approved. Mrs. White and Mrs. Parsons tendered their resignation from the Library Board and requested the Mayor to appoint two new members. Upon motion the following judges and clerks for the primary election were appointed: Day crew – Irene Kaliher E.W. Skellenger Reports of the Public Utilities Department and the Sewer Dept were received and after a general discussion ordered filed. Clothier, MD Exam John Swanson 3.00 Dare’s Furniture Store – paint, beach 7.07 Chas M Nelson – June sal. 122.50 Car 25 142.50 (5.00 with tax) Upon motion of Trustee Leger and second by Trustee Skellenger it was moved that the appraisal of the public utilities property as submitted by W.O. Holsbo, Supt. Be adopted and ordered placed on file. Messrs. Ernst and Ernst are hereby instructed to use this appraisal in setting up the books of the utility department. Ernst and Ernst instructed to use this appraisal in setting up the books of the utility department. A copy of said resolution is to be forwarded to Messrs.
