09-04-1946 VCM REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING September 4, 1946 Regular meeting of the Elk River Village Council was held at the municipal building on September 4, 1946 with all members present. Meeting was called to order by Mayor Davidson. Minutes of the last meeting were read and approved. Ed Bryan met with the Council in regard transfer of certain land at the sight of the old depot. The matter was turned over to the Village Attorney. The Clerk was instructed to write Mr. Ed Bryan, agent of Northern Pacific Railway Co. asking for cross walks and curbs at the crossings at Princeton Street and also at Mill Street. The Clerk was also instructed to write the State Highway Department asking for a pedestrian crossing at Main Street and Highway No. 10 and a sidewalk to connect up with the railway crossing at Mill Street. Also a letter in regard to damage done to sidewalk in front of Elk Café. William Frantz reported on the progress of the sewer project. The condition of Main Street has been very bad on account of holes and dust caused by heavy traffic. Ward Halsbo was asked to have holed filled at once and something done about the dust. The Council approved the following salaries for the employees of the Municipal Liquor Store: Marley McPherson $195 per mo. Jim Wingress $160 per mo. Coleman Kish $160 per mo. William Mansur Jr. $160 per mo. With one week vacation A Building Committee was appointed by May Davidson: V.B Skellenger – Chairman H.A. Briggs Elmer Leger The application for building permit of D. P Christian was up for approval. Mayor Davidson called for a vote which was: Briggs yes; Kramer yes; Skellenger No. Leger not voting. Application was approved with the understanding that remodeling be done not later than December 31, 1946 and must conform to plan described in the application. The following applications for building permits were unanimously approved: Emil Hoffman, S.F. Brucks, Ben Roper, Emma Oscarson, Charles Johanning, Dreissig, William Beudix. The following bills were approved and ordered paid: Charles M. Nelson – Salary and Car $147.50 H.A. Briggs – Salary $25.00 N.W. Bell Telephone Co. – Aug. $8.40 Gamble Store – Floor Wax $3.17 E.R. Pub. Utilities – Aug. $196.08 Zella M. Page – Salary $35.00 Zella M. Page – Library Books $28.41 Zella M. Page – Janitor Service $7.50 Fire Department – Services $168.00 Eureka Fire Hose Co. – Fire Hose $441.00 Farmers Co-op – Gas for truck $1.24 League of Minn. - Municipalities Dues $40.00 First Nat’l Bank – Box Rent $3.60 Baud Players – Concerts $141.00 Register of Deeds – Filing Baud $1.50 J.
