REGULAR MEETING VILLAGE OF ELK RIVER COUNCIL MEETING
November 4, 1946
Regular meeting of the Elk River Village Council was held at the municipal building on November
4, 1946 with all members present. The meeting was called to order by Mayor Davidson.
Minutes of the last meeting were read and approved.
August Meyers was present and asked about drainage of his property. The matter was referred to
Trustee Elmer Leger, Chairman of Street Committee.
A representative of the Greyhound Bus company asked that the Village allow Company to have a
bus stop along west side of the Standard Oil Station. The matter was held over until a later meeting.
A committee of representative citizens of the Village, with H.R. Caley as spokesman met with the
Council. The object of the meeting with the Council was to ask that the Village not make any major
commitments until the public is fully informed of amount of expense and the condition of the
Village finances. The committee was mainly interested in the purchase by the Village of diesel
engines and equipment of the electric light generating plant. The matter was fully discussed by the
Council and the Citizens’ Committee, Mayor Davidson and Trustee Skellenger giving the required
information.
A motion was made be Kramer and seconded by Leger That Clarence Anderson take over the
management of the Midget Base Ball team and have the use of the funds already available. The
motion carried.
Mr. Moody submitted a proposition for financing the purchase of the two diesel engines for the
generating plant. The matter was held over for further consideration.

Application for building permit for John Orton was up for consideration. Upon motion by
Skellenger and second by Leger the permit was refused.
Engineer, Frantz, reported on the progress of the sewer.
A motion was made by Skellenger and seconded by Leger to approve the retirement fund for Village
employees. Motion carried.
Instead of paying for a boy for school patrol each month it was thought best to allow the school a
lump sum for that purpose. Upon motion by Leger and second by Skellenger it was agreed to pay
the school $135 for this school year.
