VILLAGE OF ELK RIVER COUNCIL MEETING
November 6, 1961
A regular meeting of the Elk River Village Council was held at the Village Hall on Nov 6, 1961. All
members were present. The meeting was called to order by Mayor Johnson. The minutes of the last
meeting were read and approved.
Members present:
Henry Johnson, Mayor; R.G. Kemper, Lars Larson, August Meyer, Trustees; H.A.
Briggs, Clerk
Upon motion by Meyer and second by Larson an on and off beer license was granted to Sherman
Sachs.
Leon Le Febre applied for a building permit in the name of LeFibure and Sons to erect a building
on lot 7 Auditors Subdivision No. 3. A motion was made by Larson and seconded by Kemper to
grant the permit and that the builder be permitted to build within three feet of the lot line on the
north and west side. Motion carried.
Kenneth Parker, School Supt. Ed. Dreissig, Mr. Ady and Kent Holen representing the school board
were present. There was discussion regarding a road from the new school east to Jackson St. A
motion was made by Larson and seconded by Meyer to buy property from John Vacha at a cost of
$1000.00 for the purpose of this road. Motion carried all voting in favor.
Motion by Kemper and seconded by Briggs to authorize Wm Mills to make necessary plans for the
road. Carried.
The following levy was made for the coming year:
General Fund 33 mills
Utilities 5 mills
Library Fund 5 mills
Poor Fund 2 mills
Music Fund ½ mills
Firemens Relief 1/10 mills
A motion was made Larson and seconded by Kemper to set the salary of the village assessor at
$65.00 for 1962 and $85.00 for 1963. Motion carried.
