VILLAGE OF ELK RIVER COUNCIL MEETING
January 2, 1962
The regular meeting of the Elk River Council was held at the Village Hall on Jan 2, 1962 with all
members present. The meeting was called to order by Mayor Johnson. The minutes of the last
meeting were read and approved.
The Star News agreed to publish the Zoning Ordinance at a cost of $225.00.
The Clerk reported on the recent village election. The following were elected:
Mayor – H.L. Johnson
Trustee – August Meyer
Treasurer – J.C. Odegard
Justice of the Peace – Wm R Kittridge
Mr. Rosbalt is giving up his license for selling beer at the Main St Tap. Mr. John Olson says he
would like to operate the place under Rosbalt’s license. The matter was postponed until the Council
hears further from Rosbalt.
Mr. Oscar Jones was present. He asked about the zoning ordinance. He would like to build a station
and possibly a motel and restaurant on Highway No. 10 just west of Vernon Ave. Nothing further
can be done until the zoning ordinance is published.
The Council agreed to some adjustment in Oliver Micheau’s salary. He may take over some work as
pumper or some sewer work at the plant. Details will be worked out later.
A.E. Balow’s salary as manager of the Municipal Liquor Store is to be adjusted also he to receive
$475.00 per month and do some book work now done by Mr. Becklin, accountant. Final details will
be worked out later.
Arthur Barnier salary was raised from $1.25 per hour to $1.50 per hour.
A letter was received from Geo Moos asking for a raise in salary. The matter was tabled for the
present.
A motion was made by Kemper and seconded by Larson to appoint Harry Dreissig as Fire Chief for
the coming year. Carried.
A motion was made by Larson and seconded by Kemper to appoint August Meyer as Acting Mayor
in the absence of Mayor Johnson. Carried.
A motion was made by Meyer and seconded by Briggs that John E. MacGibbon be designated as
village attorney for the year 1962 and that such employment be on the same basis as in 1961 unless
modified by further action of the council. Motion carried.

Upon motion by Briggs and second by Kemper off sale beer license for George Dietz was renewed.
As the term of Otis Nickerson on the Power and Light Commission expires a motion was made by
Larson and seconded by Meyer to appoint Werner Banke on the commission. Motion carried all
voting in favor.
