VILLAGE OF ELK RIVER COUNCIL MEETING
January 10, 1962
A special meeting of the Elk River Village Council held on Jan. 10, 1962 to further consider the
matter of a beer license to Leroy Toth. All members were present.

The vote taken at the special meeting on Jan 8 was declared illegal so it was necessary to vote on
the proposition again. A number of people were present, some in favor of the license and some
against. There was considerable discussion on both sides.
A motion was made by Kemper to issue a license to Leroy Toth. As there was no second to the
motion the motion was withdrawn by Mr. Kemper. As there was no second this motion was
withdrawn also.
Finally, a motion was made by Meyer not to grant a license to Mr. Toth seconded by Larson.
The vote was taken by roll call.
Results: Meyer – yes, Larson – yes, Briggs – yes, Kemper – no. Mayor Johnson abstaining. License
denied.
Leroy Toth presented a petition requesting the village to issue a beer license to Mr. Toth. Petition is
on file.
