VILLAGE OF ELK RIVER COUNCIL MEETING
February 5, 1962
The regular meeting of the Elk River Village Council was held at the Village Hall on Feb 5, 1962. All
members were present. The meeting was called to order by Mayor Johnson. The minutes of the last
meeting were read and approved.
Mr. Stanley Guth representing the Fullerton Lumber Co showed a tentative plat of a development
across the street south of the Lincoln School. They would like to have sewer and water for at least
part of the lots.
Al Balow, manager of the Municipal Liquor Store was present. He feels that he should have a raise
in salary. A motion was made by Larson and seconded by Briggs to make Balow’s salary $465.00 for
four weeks. Carried.
Walter Johnson representing the Chamber of Commerce was present. The Planning Committee is
making plans to cooperate with the village council in locating industrial sites. Mayor Johnson will
appoint a committee outside of the council.
Mr. Rydel who has charge of the village dump asks that some other arrangements be made about
fees.
A motion was made by Meyer and seconded by Larson to make garbage collection compulsory, the
charge to be $1.25 per month for three summer months and $1.00 per month for the other nine
months. Motion carried.
The clerk will write the League for a sample ordinance for garbage collection. Larson and Kemper
were appointed as a committee to look over the sample ordinance.
The clerk was instructed to write Wesley Kluge that the village will give him no more help in the way
of fuel, groceries or anything else. He will have to come to some terms with the county welfare
department.
Oliver Micheau presented his monthly report which was checked by the council.
A motion was made by Briggs and seconded by Kemper to raise the salary of the Chief of Police to
$365.00 per month. Motion carried.
Upon motion by Meyer and second by Kemper the salary of the Village Clerk was raised to $150.00
per month. The clerk was given extra work of keeping books for the Liquor Store as the former
auditor no longer is employed.
Lester Derr’s salary was set at $455.00 per month and the village Treasurer salary at 40.00 per
month.
Shorty Christian filed an application for on and off beer license for the main street tap. Motion by
Briggs and second by Kemper to issue the license. Motion carried all voting in favor.
