VILLAGE OF ELK RIVER COUNCIL MEETING
April 9, 1962
A special meeting of the Elk River Village Council was held at the Village Hall on April 9, 1962. The
purpose of the meeting was to decide how to handle the refuse collection and how to handle the
village dump.
After some discussion a motion was made by Kemper and seconded by Briggs that the village hire a
man to have charge of the village dump two days a week also a man and tractor to level off the
dump property when necessary.
The following charges are to be made for dumping:
Anyone who wishes to haul his own garbage from his home shall pay $1.00 per year for an
identification card which will entitle him to dump any time he wishes without further charge.
Any business place in the village shall pay $5.00 per year for a similar identification card if it wishes
to haul its own garbage.
Any person outside the village who wishes to haul his own garbage shall pay $3.00 per year for an
identification card with the same privilege as in the village.
Any business place outside the village which decides to haul its own garbage shall pay $8.00 per year
for privilege of dumping in the village dump.
Garbage haulers who have customers in the village shall be required to pay a license fee of $1.00 per
year and also pay for dumping at the rate of $.50 for a pick up load and $1.00 for a truck load.
Collection of garbage from the R.C.P.A. shall be decided by negotiation.
Motion carried all voting in favor except Trustee Meyer who abstained.
The clerk was asked to advertise for man to take care of the dump and also a man and tractor to
level the property when necessary.
