VILLAGE OF ELK RIVER COUNCIL MEETING
June 4, 1962
The regular meeting of the Elk River Village Council was held at the village hall on June 4, 1962.
Members present, Mayor Johnson, Clerk Briggs, Trustee Kemper and Trustee Larson. Member
absent Meyer. The meeting was called to order by Mayor Johnson. The minutes of the last meeting
were read and approved.
Curtis Briggs asked for a means of access to his property in the village described as part of the NE
¼ of the SW ¼ of 33-33-26.
A motion was made by Kemper and seconded by Larson that the village will see that Curtis Briggs
will have access to this property, the exact location of the access to be decided later. Motion carried.
The clerk read a letter from the N.P. Railway regarding the proposed parking lot opposite the depot
in which they asked that the village stand the expense of building a fence along the track and remove
a guy wire, the cost of which would be about $35.00 besides the rent of $300.00 per year.
The mayor will appoint a committee along with himself as a member of the Chamber of Commerce
to go down to see Mr. F.C. Semf in his office in regard to this parking lot.
Engineer Wm T. Mills was present at the meeting. There was discussion in regard to some street
surfacing to be done this year. It may be necessary to seal some streets down town where chloride
did damage last winter to the black top.
Jerry Spencer, County Engineer was present. There was discussion regarding the surfacing of
County Road 77 past the new senior high school. A motion was made by Larson and seconded by
Briggs to authorize Sherburne County to go ahead with black top on Proctor Ave to the village
limits, estimated cost to village to be about $2000.00. Work to be done July or August. Motion
carried.
Trustee Larson mentioned a water hole in the down town parking lot. Engineer Mills says a dry well
would help.
Martin Brock was present. He says he has trouble with water in his basement. The drainage tile
along Tipton Ave is either too small or is filled with sand. The council will have Mills recommend
what best to do.
John Bailey representing the Chamber of Commerce asked that the bathing beach and the bath
house be open on Sunday. The council will do their best to give this Sunday service.
Robert Hagaseth from the County welfare office says that Sherburne County has taken on the
distribution of surplus commodities and needs space for dry and cold storage.
A motion was made by Larson and seconded by Briggs to rent the upper southwest room in the
creamery building for that purpose at $10.00 per month until the cost of remodeling is taken care of.
Motion carried.
The Council decided to allow the State to dump free in the village dump. They also decided to have
the dump open on Thursdays from 1 P.M. to 8 P.M. and Saturdays from 9 A.M. to 5:30 P.M.
Trustee Larson showed specifications for a new police car and a village truck.
A motion was made by Kemper and seconded by Larson to advertise for bids for a police car and
village truck to be opened at the next meeting, details to be worked out later. Carried.
The clerk was asked to write the Galloti Body Shop to clean up their premises which have become a
junk yard.
