Background/Discussion Case No. CU 20-16 The property is zoned I1 (Light Industrial) where Landscaping Contractor Yards require a Conditional Use Permit (CUP). The applicant is seeking a CUP to operate a complete landscaping and snow removal contracting company. Planning Commission The commission questioned what could be stored outside the fenced area. The applicant clarified that only employee parking would occur outside of the fenced storage area and did not express any concerns with the recommend conditions. No one spoke for or against the request and the Planning Commission unanimously recommended approval. Since this is an existing building in an Industrial area, our proposed use is consistent with the City of Elk River Comprehensive Plan. SpeedCutters Outdoor Maintenance LLC Is a complete lawn care and snow removal contracting company. We offer a full list of services, Including mowing, fertilizing, weed control, irrigation service, light landscaping, shrub and tree pruning, snow plowing, large scale sidewalk clearing, shoveling, and de-icing. During the busiest time of the year we have 5 trucks/trailers and 1 additional truck carrying a total of 24 crew members on a daily basis, servicing clients throughout the NW metro area. Our business began in Elk River In 2004, our families live and are active in the local community, and we are excited about continuing our business into the future being based in our local community. Our main business focus Is townhome communities, and we serve 8 of those communities here in town, in addition to several more in other communities as well. Our normal business hours are 6am-6pm Monday - Friday, except when adverse weather conditions dictate, (especially In winter when our work schedule follows snow event timing closely). During the warm months we serve the City of Elk River and Elk River Municipal Utilities at the following sites: 1) City Half/Public Safety/Library complex 2) City owned liquor stores 3) City wells and pump stations 4) Activity Center 5) Power Station 6) Jackson St Fire Station 7) River's Edge Commons We also serve the City of Ramsey in much the same manner, in their corresponding locations. The site that we are proposing to occupy has a paved parking lot with 53 stalls, more than enough for our 24 current employees while also allowing for growth. The site has pre-existing screening for outdoor storage In an amount that is more than sufficient for our current and future needs. Examples of items that would be stored In the screened outdoor storage area would include fuel tanks, snowplows, trailers, off season equipment and pickup trucks, however we intend to store as much as possible indoors to protect it from weather damage. The site has a pre-existing sign fixture in the lawn near the front door. We plan to replace the existing acrylic sign insert with one of our own.
