Update the plat to include all required drainage and utility easements to preserve access to public and private utilities. 2. EDA approval of a deed transferring ownership of certain parcels to the city. Adopt, by motion, a resolution vacating roadway and drainage and utility easements within the plat of Orono Park Addition with the condition that the resolution will not be recorded prior to Council approval of the Final Plat of Orono Park Addition. Approve, by motion, a Conditional Use Permit (CUP) authorizing the expansion of the city -owned public safety building. Background/Discussion Case Nos. P 20-15, EV 20-06, and CU 20-17 The city proposes two projects that include the City Hall parcel and adjacent city park parcels. While the two projects are proposed independently, the plat creates a new parcel for the City Hall and Public Safety Facility — which is under consideration for expansion. Preliminary Plat of Orono Park Addition The Parks and Recreation Department received a grant for several improvements to Orono Park which requires the park property and all improvements to be on one parcel. This plat includes numerous city and EDA-owned lots and unused rights -of -way (ROW) that will be reconfigured to support planned land uses. p a w E R E U 6 Y NaA f RE] The plat also includes ROW dedication for Orono Parkway, a smaller parcel size for the parcel including City Hall and the Public Safety Facility and combines multiple lots and ROW to create a larger Orono Park parcel. This request only includes the preliminary plat as the ownership between the EDA and City of Elk River will need to be resolved prior to approving and recording the final plat. Once the conditions of the preliminary plat are satisfied and the included parcels are under the correct ownership, staff will bring the final plat forward for consideration on a future consent agenda. Easement Vacation The Orono Park Addition plat will clean up remnant ROW and drainage and utility easements existing since the street through the park was removed and Gary Street was improved. New easements preserving access and maintenance rights for all existing utilities and streets will be dedicated with the plat of Orono Park Addition. Easement Vacations may only be approved if they are in the public benefit. Staffs analysis shows the former road and utility locations no longer require easements and all existing infrastructure will continue to be protected with new or existing easements. The proposed vacation is in the public's benefit. Conditional Use Permit The Public Safety Facility, was constructed in the early 2000s and while additional capacity was included at the time of construction, changing standards and increased staffing demands now require an addition to both the police and fire sides of the building. The Fire Department seeks to add two apparatus bays to the south end of the building and convert two of the existing bays into critical support spaces for firefighters. The Police Department seeks to add a 28-stall garage for their squad cars, build out second floor shell space into administrative offices and convert the existing squad garage space to physical training space and storage. Planning Commission The Planning Commission held a public hearing for the Preliminary Plat of Orono Park Addition and the expansion of the public safety building. No one spoke for or against the requests and the Commission unanimously recommended approval of both applications. The Planning Commission, acting as the Board of Adjustments, also unanimously approved the necessary variances to support the expansion of the public safety building. Financial Impact None Mission/Policy/Goal The proposed plat supports the growth and development of the city's park system, consistent with the Parks and Recreation Master Plan. The plat includes new right-of-way dedication for Orono Parkway, a smaller parcel size for the lot with city hall and the public safety building and combines multiple lots and rights -of -way to create a larger Orono Park lot. CR 33 b RR Hwy 10 Comprehensive Plan The Comprehensive Plan guides this area for Public and Open Space uses. The proposed subdivision does not impact the current uses, rather in reconfigures the parcel lines to make better use of the space. The proposal is consistent with the Comprehensive Plan. Figure i\ CR 12 �_1-- Preliminary Plat City ordinance section 30-375 outlines the required findings for approval of a Preliminary Plat. 1. The proposed subdivision is consistent nrith the honing regulations (article VI of this chapter) and conforms in all respects with all requirements of this Code, including the Zoning regulations and this article. The proposed subdivision continues to meet the minimum lot size and frontage for parcels in the area. Additional easements will be dedicated with the final plat to secure access for public utilities 4A UR and the plat cleans -up remnant rights -of -way. The subdivision is consistent with the zoning regulations. 2. The proposed subdivision is consistent n4th all applicable general and speciali.Zed city, county, and regional plans, including but not limited to, the city's comprehensive development plan. The subdivision is consistent with all applicable plans. 3. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding and drainage are suitable for the type and density of development and uses contemplated. The physical layout and characteristics of the site are not changing due to this subdivision. The existing site is suitable for the proposed subdivision. 4. The proposed subdivision makes adequate provision for water supply, storm drainage, sen age transportation, erosion control and all other services, facilities and improvements otherwise required in this article. As the physical layout of the site is not changing, the subdivision includes public utilities and stormwater infrastructure to meet city requirements. The included condition requires all public utilities to be protected by drainage and utility easements approved by city staff. S. The proposed subdivision will not conflict with easements of record or with easements established by judgment of a court. The surrounding properties are developed, and the proposed subdivision will not adversely impact the reasonable development of neighboring land. 8. The proposed subdivision is not premature. A subdivision is premature if any of the follonring exists: a. Lack of adequate stormwater drainage. b. Lack of adequate roads. C. Lack of adequate sanitary server systems. d. Lack of adequate off site public improvements or support systems. The subdivision is not premature as the above conditions have been provided for. In reviewing the standards for approval of a preliminary plat, the proposed project meets the standards, and is recommended for approval. Financial Impact None Mission/Policy/Goal The proposed plat supports the growth and development of the city's park system, consistent with the Parks and Recreation Master Plan. City Council With a recommendation from the Commission, the City Council will review this application on October 19, 2020. Background/Discussion The current public safety building, police and fire station, was d constructed in the early 2000's and while additional capacity was included at the time of construction, changing standards and increased staffing now require an addition to both the police and fire sides of the building. The Fire Department seeks to add two apparatus bays to the south end of the building and convert two of the existing bays into cR 33 critical support spaces for the firefighters. The Police Department seeks to add a 28-stall squad car garage, build -out shell space on the second floor into administrative offices and convert the existing squad garage space to physical training space and storage. RR Comprehensive Plan Hwy !a The Comprehensive Plan guides the property for Public/Institutional cR 12 Uses. The use of the property will not change as a result of the proposed additions, and the site will remain consistent with the approved plan. Site and Building Plans The addition to the fire station pushes the existing garage bays south and closer to Orono Parkway, which requires a variance as the addition encroaches into the front yard setback. The addition also requires --- modifications to the driveways to and from the fire station garages, but Figure I does not impact the access points along Orono Parkway. The addition does not impact existing parking areas and there are no proposed changes to the parking in the south half of the building. The Elk River Public Safety Building was constructed in the early 2000's and met the needs of the Fire and Police Departments at the time. A renovation/expansion (see attachments) is required now due to the growth of the community, growth of the police department, changes in fire apparatus, and new procedures and standards within the Fire Service Industry as detailed in various updated NFPA Standards. Specifically, the Fire Department seeks to add two Apparatus Bays to the south end of the building and convert two of the existing bays into critical support spaces for the firefighters. The use of the site will not change as a result of this addition and is therefore consistent with the Comprehensive Plan approved by Council on 05-19-2014. ■ Hours of Operation: Hours of operation will not change — the building will be in -use 24/7/365 as an emergency response facility but will be open to the public from 8:00 am until 4:30 pm on weekdays. ■ Number of Employees The Fire Department has five full-time staff and up to 30 paid -on -call firefighters assigned to the station. Staff counts are not expected to grow significantly, although additional administrative staff may become necessary and the Department may begin staffing the station to lower response times (as opposed to waiting for a call). The Police Department has 34 sworn officers and 10 civilian staff, as well as 12 volunteers. These numbers will grow as the City grows, but it is important to note that not every officer is on -duty at the same time. ■ Number of parking stalls, existing and additional The public parking lot between the City Hall building and the Public Safety Building will not change as a result of this project. The secure police parking lot currently has 37 stalls, of which none are marked ADA accessible. It will be replaced with a 48-stall parking lot, of which two will be ADA Accessible. The firefighter parking lot west of the fire administration area currently has 25 stalls, of which none are marked ADA accessible. This lot will be modified but will retain 25 stalls, one of which will be ADA Accessible. ■ Is there proposed screening of the site? The existing fencing around the police parking lot will be extended to capture the relocated lot, and will consist of brick piers and tight -weave chain link to match the existing. ■ Proposed building materials ■ How do they comply with applicable design standards? The existing Public Safety Building uses utility brick, 4" tall rockface CMU block, and EIFS in two different colors. It also has accents of white steel and cast stone. The proposed additions seek to complement this palette. To reduce overall costs at the rear of the building, the project proposes to enclose the Squad Garage with Architectural Precast Wall Panels colored to match the existing brick. The Apparatus Bay addition will consist of brick piers between bay doors with EIFS above to match the existing colors and profiles. The corners at the south wall will be rockface CMU to match existing. The south elevation features a large clerestory window similar to the existing building, but uses gray vertical metal panels over a brick base to complement the library across Orono Parkway. Where existing overhead doors are removed at the Apparatus Bay, the openings will be infilled with EIFS on the west side to match the existing, and with Curtain Wall on the east side with a mullion pattern to complement the adjacent apparatus doors. ■ Signage — (at time of installation, a separate permit is required for each sign The site already includes several signs, both building -mounted and freestanding, and most will not be affected by the project. Only two signs are of note. The first will be a relocation of the City of Elk River logo on the southwest corner of the Apparatus Bays. This will be removed and relocated in a similar position, but —41' closer to Orono Parkway. This sign will not be lit.
