7.3A SR 10-19-2020Request for Action To Item Number Mayor and City Council 7.3a Agenda Section Meeting Date Prepared by Public Hearings October 19, 2020 Chris Leeseberg, Senior Planner Item Description Reviewed by Zone Change: Rezone from Two Family Zack Carlton, Planning Manager Residential (R-2a) to Single Family Residential Reviewed by (R-1c) Cal Portner, City Administrator Action Requested Adopt, by motion, an ordinance rezoning certain properties from R-2a to R-1c as the rezoning is consistent with the City of Elk River Land Use Plan adopted as part of the City of Elk River Comprehensive Plan. Background/Discussion Case No. ZC 20-03 Elk River Municipal Utilities is requesting their property, which is zoned R2-a, be rezoned to R1-c. While their building expansion project is permitted as a Conditional Use in the R2-a district, rezoning of the parcels will be consistent with the surrounding zoning, alleviating concerns with spot zoning. The subject area has an underlying land use designation of Mississippi Connections which is consistent with the R1-c zoning district. The rezoning would be consistent with the City of Elk River Land Use Plan. Planning Commission While no spoke for or against the project, an email was received from a resident regarding the project. The Commission chair read the letter aloud during the meeting and it is included as an attachment. The Planning Commission unanimously recommended approval of the request. It is important that a project of this magnitude is planned with respect for the residents' investments in their homes; for many of us, it is our most valuable asset. As noted in the Conditional Use Application, the site plan is designed to be compatible with the residential character of our neighborhood. The hours of operation are normal business hours, except in an emergency. This is an important consideration. Regarding aesthetics, the landscape as depicted in the site plan appears to be a continuation of the current tree plantings which screen the existing Utility building. As the process moves forward, I would like an opportunity to look at the full landscape plan in order to gain a better sense of the visual impact. If the monument sign location and design is not included in the landscape plan, I would appreciate an opportunity to review the signage, as well.
