Background/Discussion
At their July 8, 2020, meeting, the Public Art Subcommittee interviewed two artists, and recommended
approval of the proposal from The Milligan Studio.
At their July 15, 2020, budget meeting,the EDA received an update regarding changes made to the Central MN
Arts Board grant program and application process:
Changes made to the CMAB Project Grant application process:
1) Project Grants
• Final grant is due to CMAB by October 21, 2020
• CMAB panel will review grants on December 4,2020
• CMAB final review on December 10, 2020
• The maximum request amount will be $5,000
• There will be no match requirement in the proposal budget
• Applicants that receive CMAB/MSAB operating support may include administrative costs
associated with the proposal budget
• Multiple organizations/applicants may partner on projects and receive separate grants to pay for
their specific involvement in shared efforts
2) There is limited eligibility for non-arts organizations:
a) Priority will be given to projects that advance diversity, equity&inclusion
b) Groups may continue to apply using a fiscal sponsor
c) Municipalities are not eligible to apply,but can serve as fiscal agents
The EDA will serve as the fiscal agent upon the receipt of any grant dollars.
Staff will need to write a second project grant for the spring.

The Slipstream sculpture is proposed to be completed in August 2021.
Financial Impact
The total cost of the public art initiative is $20,000 as proposed by the Milligan Studio. The EDA
budgeted$5,000 in 2020 as a matching grant for a public art installation at their June 17, 2019, meeting.
CMAB recommended staff work with the artist to apply for project grants in October and March totaling
$10,000. The EDA approved$5,000 for the public art initiative in their 2021 budget.

ADVICE FOR APPLICANTS
The Project Grant Program is scored using five criteria: Artistic Merit & Quality, Demonstrated Need, Outcomes &
Evaluation, Organizational Ability and Pandemic Sustainability & Recovery. Each criterion has a series of
statements that reviewers are asked to consider when reviewing and scoring an application. When completing a
grant application, refer to the criteria statements listed beneath each heading. Strong proposals will address all
applicable criteria in the narrative responses.
PANDEMIC SUSTAINABILITY & RECOVERY; DIVERSITY EQUITY & INCLUSION - 5 of 35 points

Written Narrative
Introduce evaluators to your proposal. Include responses to the statements and questions listed above.
We have engaged Milligan Studios to produce Slipstream, as a 10’ bronze, tempered glass, stainless-steel
and verdi gris sculpture that will be permanently installed at the intersections of Parrish Avenue and Main
Street in downtown Elk River. This spot is at the easternmost access to downtown Elk River and will be
visible from U.S. Highway 10.
Slipstream is a bronze, steel, and kiln-formed architectural recycled glass, 10ft (H) x 4’ (W), solar-
powered illuminated sculpture will facilitate both communal and individual experiences. It can be “read”
from afar, as it will appear to be a leaping fish with a blue river winding through it. Up close, one will see that
the fish is actually a series of intertwining steel representing the highways as Slipstream is in honor of
Charles Merritt Babcock who developed the Minnesota Highway system. This “river” of highway is
constructed of schools of blue kilnformed glass fish of all different sizes and shapes, swimming together,
making progress, powered by nature. It is a slipstream highway of color and light. As we know from biology,
diverse fish that swim in the same direction, or school, live better lives together. Their community makes
them stronger. The same is true of a community such as Elk River, where Babcock once lived. The highway
system of Minnesota, made manifest by his amendment, is our state’s slipstream to progress. Slipstream with
its dramatic blues cast in bronze and kiln glass is a striking metaphor.
The project will contain information about science, technology, history, and most definitely aesthetics. All
of these travel routes have brought untold thousands through the city from its earliest settlement to its
present day. Slipstream is a stunning piece that invites adults and young people to engage with that history
and to take newfound pride in the city.
The City of Elk River, the Elk River Chamber of Commerce will disseminate information to their members
provided by members of this committee.
ISD 728 art teachers, Damien Husen and Nichole Hahn have been invited to introduce their students to
this project and engage them in videos, live presentations and activities throughout the work in process.
Damien and Nichole is ecstatic about providing this learning opportunity to his students.
The Elk River Branch of the Great River Regional Library have agreed to make computer access to
members of the public that need it to access various announcements and postings on the Milligan Studio
website.
The City of Elk River will feature Slipstream on a dedicated page throughout the project and beyond
under the heading “Major Projects” at www.elkrivermn.gov

Press releases and invitations to participate will be provided to the Star News, all 11 Regional Arts
Councils.

Because COVID can affect the number of people the number of people that can engage in public
presentations and activities, we are prepared to strictly adhere to COVID safety protocols throughout the
project.
Weather events could cause some delays in outdoor events such as the final installation and unveiling. An
alternative site has been identified for the casting event already.
1. A successful installation of the sculpture as visualized.
2. The number of diverse cross section of area residents attend the events.
3. Feedback garnered from the public that shows understanding of our goals including appreciation of
the artistic merit of the piece and greater awareness of the history of Elk River. We will provide participants
in each event short, written surveys.
We will ask for written and oral feedback from each stakeholder including the Mayor’s Office, the City
Council, the Chamber of Commerce and the Rotary, involved ISD 728 staff and students, the Library staff, and
Granite Shores staff. We will also seek ongoing feedback from Milligan Studio throughout the project.

in front of the Granite Shores Apartment Complex in downtown Elk River (633 Main Street, Elk River)

Milligan Studio is a very capable and experienced group of artists who have pieces throughout the
country and internationally. They also have broad experience working with schools in Minnesota and have
produced successful curriculum based presentations for students. The entire project includes videos of the
work produced in their studio throughout the creative process. Irish Sculptor Alan Milligan makes it a
practice to offer community-wide Umha Aois (Ancient Irish Bronze Age) metal casting workshops, as an
introduction to the some of the techniques that will be used to make sculptures. Dr. Nicole Mary Milligan
(who also writes novels as New York Times bestselling author N.M.Kelby) creates a narrative webpage and
photographs every step of the build to tell the story of the sculpture as it is being fabricated so that
community members can look and see the progress being made. Examples of such work, like the piece, Cloud
Horse can be found on their website themilliganstudio.com. The Milligan Studio's offer many ways that we
can enhance the artistic, cultural and educational values of viewers though arts experiences, including
temporary installations and workshops.

The Slip Stream will be installed at a prominent area in downtown Elk River. People will be able to walk
up to it and will be able to see it as they drive on Main Street and on Highway 10. We imagine everyone young
and old, families and classrooms coming out and reflecting by the sculpture. We anticipate this project will
reach school students as well as adults, all ethnicities and socioeconomic statuses, ages and genders. As the
location is by where the Mississippi and Elk Rivers come together people that come from the rivers will able
to enjoy it. The city imagines everyone from all walks of like being able to enjoy this creative and relaxing
piece of art for many years.
Describe how the need for this proposal was determined*
Examples include surveys, community meetings, audience feedback, local and regional studies, etc.
A community survey conducted on October 1, 2019 identified public art as a priority. This project would
fill a gap for public visual art. This committee successfully completed a similar project with the installation of
“Whimsical Windmill” which is an homage to the farming history of the area. It is situated between the
Library and City Hall. The artist designed moving elements true to what a windmill literally is and in order to
create additional visual interest. Additional visual interest was achieved by incorporating colors that refer to
water and crops typically grown here. The artist worked well with this committee to develop his vision and to
meet our aesthetic expectations long term maintenance concerns. The sculpture appeals to adults and
children alike and is visited regularly.
List ways in which the community has demonstrated support for this proposal.*
Historically the community at large has enthusiastically supported various local arts related events,
including ArtSoup, Arts in Harmony at the Sherburne Government Center, art exhibits at the Sherburne
History Center, the concert series and theater pieces presented by the Arts Alliance, and Elk River Music in
the Parks. Elk River is an arts-interested town. Our local art teachers at ISD 728 have wholeheartedly
supported this proposal, and are excited to involve their students in the development of this project, and in
the community engagement process. The property owner is very supportive of the project and intends to
contribute to the installation of the project, by purchasing the concrete base and installing it onsite.

How will you accommodate requests for access to the proposed project?
Slipstream will be both safe and welcoming as it is ADA compliant. The bars are varied and spaced in such
a way that will not invite climbing. Bronze and stainless steel are graffiti resistant materials proven to
withstand Minnesota weather. The glass fish are co-joined, which doubles the strength and makes it suitable
for this usage.

Colleen Eddy is the Economic Development Specialist. She has been with the City of Elk River for over six
and half years. She implemented the first public art initiative for the City of Elk River in 2014. The Whimsical
Windmill is on display at the Great River Regional Library. Colleen spent seven years as the President of the
Forest Lake Area Chamber of Commerce, where she developed and implemented business initiatives,
community events and membership organizational activities. Colleen is a past Board of Director of Friends of
Stillwater Parks, where she worked closely with the local ArtReach Alliance organization.

Sharon Tracy
Sharon Tracy, now retired, taught Honors English and Humanities at Coon Rapids High School for 21
years. She served as the Executive Director for the Elk River Area Arts Alliance for 4 years, and served on the
Central Minnesota Arts Board and the Minnesota Citizens for the Arts Board of Directors. She has also sat on
grant review panels for both the Minnesota State Art Board and the Central Minnesota Arts Board. She was a
member of the Elk River Public Art Subcommittee in Decmeber, 2014 as well as serving on the current one.
She is Vice President of the Sherburne County Master Gardeners and enjoys oil painting.
Ann McCormick
Ann is a retired teacher and school administrator. Ann Austin McCormick lives with her husband in Elk
River. A Master Gardener and past president of Sherburne County Master Gardeners, she believes that
community service helps make a community strong. She has chaired and been a member of local committees.
As a member of the Public Arts Subcommittee she hopes to contribute to making Elk River a sought after
community in which to live and work. She believes that beauty in an environment enhances lives.

The city is and will continue to work closely with the Milligan Studio on marketing materials, community
and promotional events. Internal communication staff will create social media posts, marketing flyers, news
releases and will work with the local newspaper on potential news articles. The city will also team up with
the Elk River Chamber of Commerce, the Downtown River's Edge Business group and ISD 728 to implement
promotional opportunities through their various forums. The owners of Granite Shores will showcase and
distribute various flyers/promotional materials throughout their facility.

A. General Information
The Milligan Studio offers Slipstream. Bronze, steel, and kiln-formed architectural recycled glass, 10ft (H)x 10 (W) x 4’ (D),
the sculpture will facilitate both communal and individual experiences. It can be “read” from afar, as it will have the form
of a leaping fish or a river. Up close, one will see that the community of diverse fish are swimming along in two
slipstreams, encircled with intertwining steel representing the highways as Slipstream is in honor of Charles Merritt Babcock
who developed the Minnesota Highway system.
Slipstream with its dramatic blues cast in bronze and kiln glass is a striking metaphor.
B. Scope of Services
The Project Budget is not to exceed $20,000.
The Milligan Studio LLC is engaged in the business of providing professional public art design, documentation, fabrication,
and installation services.
Installation services are defined as a collaborative effort between the Consultant and the Commissioner with EDA
arranging for the clearing of the agreed upon site, permits, concrete base, and help with installation on the day of the install
with a EDA-appointed Representative overseeing the “hand-over” of the work so that the sculpture’s installation can meet
City /County/State regulations regarding such
structures. As EDA will be responsible for
insurance of the work once it is installed, their
participation in the installation process is vital as
they can indemnify the process through
participation.
As lighting of the work was not defined in the
RFP, and not in the current budget, the lighting
of the sculpture, and the installation of said lights,
will be the responsibility of EDA, in consultation
with the Milligan Studio, LLC, as we can aid in
helping EDA make an economically practical
choice for the location and its challenges. If
possible, we would like to speak to those who
would install/approve the lights soon, as we
could then design them into our final drawings.
It is our plan to begin construction as soon as the materials arrive.
C. Community Engagement
We have offered several options for community events, but given the fluidity of the COVID epidemic, none have been
selected at the time of our contract. As working with communities is an important part of our practice, we agree that a safe
option will take place somewhere after October, 2020__the scope is to be determined at a later date.
We also agree to document the process of making Slipstream on a dedicated webpage on our site that can be easily accessed
by EDA. While the copyright for all photos & materials remain with T he Milligan Studio, the use of such documentation
will be freely shared with EDA for publicity or documentation purposes.
D. Fulfillment of the Contract
The Milligan Studio is always on-time and on-budget.
That said, it is understandable that in times of COVID, there must be contingencies to insure that this contract will be
fulfilled and Elk River will have Slipstream fabricated and installed in a timely manner and within budget. In that light, The
Milligan Studio will keep EDA contacts informed of any changes that will impact the delivery of the work and if some
unforeseen Act of God creates a situation where the sculpture cannot be delivered by us, we will notify the EDA within
seven days of the discovery and work to find agreeable solutions to this situation.
