Action Requested
Approve, by motion, the hiring of Joe Libor Jr. to the position of Deputy Chief of Administration effective
October 26, 2020.
Background/Discussion
At the June 1, 2020, City Council meeting, three new fire department positions were approved to replace three
existing positions. One was filled with an internal candidate and we went to market to fill the other two positions.
We received 25 applications for the position of Deputy Chief of Administration and held brief interviews with 18
candidates. We narrowed the pool and interviewed nine candidates, further narrowing the pool to five. Following a
leadership assessment, and psychological exam, we recommend current Elk River firefighter Joe Libor Jr. to fill
this position.
Mr. Libor has been an Elk River firefighter since 2014 and was promoted to Lieutenant in August of 2017. He has
worked as an emergency medical services instructor at Hennepin Tech., a wildland firefighter for the DNR, and a
firefighter/paramedic for the City of Burnsville. He is currently an EMT/paramedic with Elk River Ambulance
Service and a paramedic at Allina Health EMS as well as an Elk River firefighter. He holds two associate degrees,
one in fire science and one in paramedicine, as well as many fire related certifications and licenses.
Deputy Chief Libor will start at step A of pay grade 6E. All pay and benefits will be consistent with city policy.
