Background/Discussion For a number of years, volunteers had placed barriers along the Great Northern Trail for the nine days of hunting season to prevent trail users to pass private properties where hunting was permitted. The barriers included verbiage stating: "by order of the police chief." Chief Nierenhausen was not comfortable with the legality of the order and asked the Council to consider ordinance language that was enforceable. City Attorney Beck crafted the attached language following Council consideration at their regular meetings on October 5 and September 21.
