Appoint Cal Portner, City Administrator, as the HRA Executive Director.
Background/Discussion
With the resignation of Amanda Othoudt,the Executive Director is vacant. To ensure continuity of the
Authority,it is recommended that the HRA appoint Cal Portner as the Executive Director.

Mission/Policy/Goal
The HRA shall appoint an executive director and such other staff as deemed necessary to carry out the
business of the Authority and may determine their duties,qualifications, and compensation. The
executive director shall have the duties and responsibilities delegated to these bylaws and as assigned by
the Authority. The Authority may delegate to its staff, employees, or agents such powers or duties
deemed proper.
