Action Requested
Approve, by motion, the hiring of Justin Turner to the position of Wastewater Maintenance Operator effective
November 3, 2020.
Background/Discussion
The wastewater maintenance operator position became vacant in August of this year. We went to market and
received 22 applications. We interviewed six candidates and following background, pre-employment testing, and
reference calls, recommend Justin Turner for the position.
Mr. Turner was attending the Water and Wastewater program at St. Cloud Technical College when he heard about
our opportunity. He worked seasonally at the City of Sauk Rapids in the Water/Wastewater Department and did a
water internship with Elk River Municipal Utilities. Mr. Turner has a technical degree in Marine Technology and
worked as a watercraft mechanic in Milwaukee. He holds his Class B Commercial Driver’s License and will have a
plow route for the city.
Mr. Turner will start at step A of pay grade 5N. All pay and benefits will be consistent with city policy.

This is a budgeted position.
