RESOLUTION 88-99 A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION ADOPTING 1989 PAY PLAN FOR NON-ORGANIZED EMPLOYEES BE IT RESOLVED by the City Council of the City of Elk River that the attached pay plan marked Exhibit 1 and Exhibit 2 be approved and adopted effective January 1, 1989. CITY OF ELK RIVER 1989 COMPENSATION PLAN EXHIBIT 1. 1. All 1988 pay ranges established by the City Council will increase by 3% in 1989, based on Step 5, in order to remain competitive to the private market and comparable to similar conm!unities. ~he exception to this pay range increase are the employees that are outside the all employee comparable worth 10% pay corridor. ~htse employees will have their wages adjusted according to City Council action taken on 8/29/88. This City Council action called for the Waste Water Treatn~nt Plant employees, street/Park Department employees, and the Assistant Liquor Store Manager to receive 1.5% increase in base salary and the remaining 1.5% increase to be given in lump sum payment after the work is performed. Based on acceptable work performance, all Municipal employees will move up one step in their pay range or to the top of their pay plan, whichever is less based on acceptable work performance. 2. The 1989 pay ranges for the City employees are listed in Exhibit 2. 3. The 1989 Pay Plan continues the City's efforts to comply with the Comparable Worth Law. t.!. The part time liquor store clerks shall be paid accordance with the following schedule: Start - $4.00 3 months - $4.25 6 months - $4.50 1 year - $5.00 2 years - $5.75 in 5. All permanent part time employees are to receive pro rated benefits for vacation, holiday, and sick time. These E:'TI,ployees must be scheduled to work an average of at least 20 hours per week. 6. The Fire Chief/Eme'rgency Preparedness Coordinator Shetll receive $18,501.60 in 1989, based on a one-half time work status. 7. All unionized employees (Police Department) will have their wages and benefits adjusted per City Council approval of the Police Un:ion C<mtroct and c..re not governed by any clauses of this resolution. 8. All probationary employees shall receive increases according to the agreement when the employee was hired. Q -' . . All health insurance benefits offered in 1988 will again be offered in 1989. The City's contribution to these benefits for employees will be increased by $10.00 per month from the 1988 level of $190.00 per month to $200.00 per month in 1989. .i . . Page 2 Exhibit 1 10. This adjustment during the absence of the Department Head is to reflect additional responsibilities directing the work crew and work program. 11.
