VILLAGE OF ELK RIVER COUNCIL MEETING
February 3, 1964
The regular meeting of the Elk River Village Council was held at the Village Hall on Feb 3, 1964. All
members were present. The meeting was called to order by Mayor Johnson. The minutes of the last
meeting were read and approved.
Al Balow, manager of the Municipal Liquor Store was present. He asked to have a new cooler to
provide more space. Upon motion by Meyer and second by Bartelt the Council approved the
purchase of the cooler.
Harry Kreuser was present. He asked about dedicating a street south of Highway 10, near Xenia
Ave. He will bring in a map showing the location of the street.
John Bailey and Kenneth Parker attended the meeting. They asked that a signal be placed on Proctor
Ave at the railroad crossing. A motion was made by Norris and seconded by Bartelt to write the
State Railway and Warehouse Commission to find out if they have a fund for help on school
crossings of this kind. Mr. Jerry Spencer, County Engineer, will cooperate with the village in this
matter. Motion carried.
Oliver Micheau, Chief of Police, asked for help for the expense of meals while on duty at night.
Motion by Briggs and seconded by Norris to allow Micheau $15.00 per month to help pay for meals.
Carried.
The clerk was asked to write the chairman of the Library Board to have some of the members meet

with the council at the next regular meeting which will be Mar 2.
Motion by Bartelt and seconded by Norris to have real estate information brought up to date and
ask the Power and Light Department to allow one of their men keep the village assessor to aid in the
work. Motion carried.
