A single sewer/water stub shall be provided to west property line along Troy Street. 2. Staff approval of all site, civil, utility, and landscaping plans. 3. Include the north half of the subject site in the plat and identify with a lot/block designation. Background/Discussion Case No. P 20-19 The subject property is zoned Rlb and is located at the northeast corner of 185th Avenue and Troy Street. The proposed plat will consist of 23 lots, two outlots, and dedicated right-of-way. CR 12 Planning Commission ' During the public hearing, two residents had questions regarding the Troy Street easement and availably of sewer and water to the parcels �'yh directly to the west was also discussed. The subdivision will provide service stubs to the western property line of the proposed plat allowing the Troy Street homes to connect to city services. Figure I Troy Street is not a public street and this subdivision does not include right-of-way to add the road to the city's street network. Additionally, the city has not plowed or otherwise maintained Troy Street and approval of this subdivision would not change current maintenance practices. Extending city services to the homes along Troy Street would need to be initiated by the property owners. The Commission also had questions regarding how Wapiti Park would be accessed and if the street layout would support fire trucks. Staff stated the main north/south street will be platted and constructed to the north property line, providing future street and utility access to Wapiti Park. Addition of a lot/block designation for the campground parcel. 2. Staff approval of all site, engineering, landscaping, and utility plans. Background/Discussion The subject property is zoned R1b and is located at the northeast corner of 185th Avenue and Troy Street. The proposed plat will consist of 23 lots, two outlots, and dedicated right-of-way. The plat also provides a stub street to the east for a future connection to the Riverplace plat. This stub street is not required to include a temporary cul-de-sac and until it is connected to the east, it will not be plowed by the city nor will driveway access be allowed. The cul-de- sac extending to the north provides the required access for the remnant parcel — the campground office buildings. Parks and Recreation Commission The Parks and Recreation Commission recommend cash dedication be paid for 23 dwelling units at the rate applicable when the subdivision is released for recording. Applicable Regulations Preliminary Plat Figure City ordinance section 30-375 outlines the required findings for approval of a Preliminary Plat. 9. The proposed subdivision is consistent with the honing regulations (article V1 of this chapter) and conforms in all respects n.,ith all requirements of this Code, including the honing regulations and this article. The proposed subdivision meets all the dimensional requirements and is consistent with all zoning regulations. The proposed subdivision is consistent with all applicable general and speciali.Zed city, county, and regional plans, including, but not limited to, the city's comprehensive development plan. The property is guided for single family residential uses consistent with the R-1c zoning district. The subdivision is consistent with all applicable plans. 3. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding and drainage are suitable for the type and density of development and uses contemplated. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, erosion control and all other services, facilities and improvements otherwise required in this article. The subdivision will include infrastructure to meet city requirements. The applicant continues to work with the city on providing the proper looping of water lines. 5. The proposed subdivision will not cause substantial environmental damage. With shoreland management regulations governing certain standards of the subdivision related to impervious surfaces, the subdivision will not cause substantial environmental damage. 6. The proposed subdivision will not conflict with easements of record or with easements established by judgment of a court. The subdivision provides a stub to the property line for a future street, which abuts an easement on the adjacent church property for roadway and utility purposes. 7. The proposed subdivision will not have an undue and adverse impact on the reasonable development of neighboring land Most of the surrounding properties are developed and the subdivision will provide access to the Wapiti Campground main office area and brings utilities closer to these buildings. Previous court rulings have stated that for the campground to re -open at full capacity they must connect to city sewer and water. The proposed subdivision will not have an adverse impact on the reasonable development of neighboring land, and the project may have a benefit to the existing campground property. 8. The proposed subdivision is notpremature. A subdivision is premature if any of the follonring exists: a. Lack of adequate stormwater drainage. b. Lack of adequate roads. c. Lack of adequate sanitary server systems. d. Lack of adequate off -site public improvements or support systems. The subdivision is not premature as the above conditions have been provided for.
