Approve,by motion,a deed transferring ownership of parcels within the Orono Park Plat from the Economic
Development Authority to the City of Elk River.
Background/Discussion
Last month, the EDA discussed transferring two parcels to the City of Elk River to facilitate the replating of
multiple parcels to create a single lot for Orono Park.
The EDA currently owns the parcels that include City Hall, the Public Safety Building, and the parcel with the
pavilion on the south side of Orono Beach. Ownership of the parcels was transferred from the city to the EDA to
allow the issuance of EDA Lease Levy bonds to build City Hall in 1991. The bonds have since been paid off and
the EDA is no longer required to maintain ownership of the lots.
To record the final plat of Orono Park addition and establish the parcel for improvements at Orono Park, the city
requires a deed from the EDA transferring ownership of the parcels to the City of Elk River.

Transfer of EDA-owned property to the City of Elk River.
Background/Discussion
The Parks and Recreation Department received a grant for several improvements to Orono Park which requires
all improvements to be on one parcel. The Orono Park plat includes numerous city and EDA-owned lots and
unused rights-of-way that will be reconfigured to support the planned uses in the area.
The EDA currently owns the parcels that include City Hall, the Public Safety Building, and the parcel with the
pavilion on the SE side of Orono Beach. Ownership of the parcels was transferred from the city to the EDA to
allow the issuance of EDA Lease Levy bonds to build City Hall in 1991. The bonds have since been paid off and
the EDA is no longer required to maintain ownership of the lots.

A formal action request to approve the deeds transferring ownership to the city will be on the November 16, 2020,
EDA Agenda.
