Proposal for Construction Testing Services for
Public Safety Project Expansion Improvement
Dear Mr. Wisner:
Thank you for the opportunity to submit a proposal for the above referenced project at the Armory in
Elk River, Minnesota.
COMPANY BACKGROUND
Independent Testing Technologies, Inc. has offices at 337 31s' Avenue in Waite Park,
Minnesota and 13021 Evergreen Drive, Suite A in Baxter, Minnesota. Our company was
founded in 1991. At that time, our mission was to provide services of the highest quality in a timely
manner to ensure quality construction - and that is still our mission today.
We engage in projects with needs related to preliminary geotechnical explorations with detailed
recommendations, on -site observations/test procedures with accompanying laboratory testing. Our
services range from the testing and inspections of soils, reinforcing bar inspections,
structural/nonstructural concrete testing and sampling, masonry wall construction, structural steel,
bituminous paving, and quality control services for concrete and bituminous plant operations.
Our main facility (Waite Park) includes the offices of all our professional and graduate engineers,
project managers, engineering technicians and office support. In addition, we have three laboratories
in-house:
Our soil testing laboratory has updated and calibrated soil testing equipment such as automated
proctor machines, sieve shakers and screens, permeability apparatus, ovens, and other equipment
and supplies necessary to complete all soil tests. All personnel working in our soil laboratory are
extensively trained and supervised by Chad Wolney, Vice President and the Soil Laboratory
Manager.
Our concrete laboratory consists of a climate -controlled steam room used to cure concrete, mortar,
and grout samples cast at project sites as required by the American Society of Testing Materials
(ASTM). In addition, we have two regularly calibrated and inspected compression machines used to
determine the strength of the properly cured samples. The concrete laboratory technicians are
directly supervised by Tyler Burkes, EIT.
Our bituminous testing laboratory has a gyratory compactor, incinerator ovens, shakers, and various
other equipment used to perform tests to determine the properties and verify specifications are met.
The bituminous lab technicians are supervised directly by Kevin Reller, majority owner and
President.
Having all our personnel housed in one facility allows constant communication between our
employees at the construction site, lab employees, project managers and engineers, and office
personnel responsible for submission of test reports. We pride ourselves on procuring accurate test
results in short order, allowing for proper project management of all the projects we provide services
for.
Over the past 29 years we have been in business, we have ensured quality construction on over
10,000 projects of various type including infiltration basins, housing developments, street
rehabilitations, sewer and water installations, airport runways, schools, hospitals, water treatment
plants, wind towers, solar farms, landfills, single-family residences, apartment building complexes,
manure basins, and gravel explorations, and many commercial buildings such as this project.
Although our clients vary from architects, engineers, developers, cities, counties, homeowners, and
the State of Minnesota, our recommendations and services are always provided with the same goal
of ensuring quality construction of all projects.
PROJECT PERSONNEL
All our laboratory and field technicians are extensively trained and certified by Minnesota
Department of Transportation (MnDOT), American Concrete Institute (ACI), and American Welding
Society (AWS). All testing is performed accurately and consistently with standards established by
American Society of Testing and Materials (ASTM) and the State of Minnesota. We have reviewed
the Project Specifications, Drawings, and Addenda for this project thoroughly and understand the
scope and goal of this project.
The following personnel will be working on this project:
Chuck Ackerman, Senior Engineering Consultant, will be the lead engineering technician for this
project. Chuck has over 25 years of experience in the testing field and over the years has focused
on the testing needs for many government facilities, commercial buildings and general sitework
operations. Other Senior Engineering Consultants that may conduct on -site testing and special
inspection services will be Vince Burr who has over 19 years of experience and/or Bryan
Fitzpatrick with 20 years of experience. These three key individuals will perform the necessary on -
site soil testing and observations, concrete and masonry testing, and all special inspections.
Laboratory Soil Testing will be provided by our Soils Lab Manager, Chad Wolney, who has
managed our soils lab for 20 years. Chad takes great pride in providing accurate test results in short
order, often within hours of receiving the samples to be tested.
Tyler Burkes, EIT, is a graduate engineer and has been with our company for over 4 years while
working towards becoming a licensed Professional Engineer. He will be conducting and verifying all
lab concrete testing procedures and results for accuracy and aid in overall project management.
Overall management of this project will be conducted Patrick A. Johnson, P.E. who has over 35
years of experience in construction engineering and testing. Pat's expertise in geological
engineering and construction materials testing is based on his dedication to engineering and his
passion for construction. His professional experience includes working for 5 years as a Senior
Project Engineer for the State of Minnesota Department of Transportation in St. Cloud.

SPECIFIC PROJECT UNDERSTANDING
PROJECT SCOPE:
All construction material testing and inspection services will be conducted in accordance with the
requirements outlined in the Request for Proposal dated November 4, 2020.
We understand this project consists of remodeling and further construction of the existing Public
Safety Building located in Elk River, MN. The project involves exterior improvements, including the
removal and replacement of concrete slabs and curbs, bituminous pavement and sitework
preparation. The interior improvement scope consists of building additions, removal and replacement
of concrete slabs, masonry construction, implementation of structural steel members. A new
concrete vault and mechanical penthouse will be constructed throughout the course of the project.
During this time, upgrades will be made mechanical and electrical systems.
We have examined the request for proposal and fully understand the scope of this project.
PROJECT TASKS
The scope of special testing and inspection services for the project (Cost Proposal) will consist of:
SOIL TESTING: Four (4) soil samples are to be collected and returned to our soil laboratory for a
standard laboratory proctor test (ASTM D698) to determine maximum dry density. One (1) grain size
analysis test (Gradation) (ASTM C136) is to be conducted in accordance with the American Society
of Testing and Materials' procedures. Our engineering technicians will be on -site to conduct
observations of the excavation bottom to verify complete removal of unsuitable material to reach
suitable material and that excavations are kept from freezing. Periodic observation of the backfill
process and nuclear density tests (ASTM D6938) will be conducted to verify that all subgrade and
backfill material used consists of suitable soils and is properly placed and compacted. A total of fifty-
six (56) nuclear density tests are planned for the building and parking lot areas.
CONCRETE TESTING AND INSPECTIONS: A representative from our agency will attend the pre -
installation meeting for the cast -in -place concrete. The building related quality control services
consisting of determining air content, temperature, and slump of the concrete placed on -site will be
conducted on twenty (20) occasions (at a rate of one per 25 cubic yards and every 50 cubic yards
thereafter). In addition, at the time of the on -site concrete tests, four (4) specimens of the concrete
will be cast on -site, field cured for 24 hours, and then returned to our lab for standard curing and
compression (two (2) at 7 days and two (2) at 28 days) with an additional four (4) specimens to be
field cured and tested for compression (two (2) at 7 days and two (2) at 28 days) in our concrete lab.
The specimens will then be compressed as required to determine that the strength of the in -place
material is within MN/DOT and the American Concrete Institute standards and project specifications.
Continuous inspection of the concrete formwork and steel reinforcement (rebar) will be conducted to
verify that it is in accordance with the construction documents. Placement of the concrete will be
conducted. Verification that proper cold and hot weather practices are followed will also be provided.
MASONRY TESTING AND INSPECTIONS: A representative from our agency will attend the pre -
installation meeting for masonry construction. Tests and inspections will be conducted to ensure
compliance of masonry construction. Inspections related to masonry wall construction will include
mortar preparation and placement, grout preparation and placement, embed plate installation, and
reinforcing bar placement. The testing and inspection of non -load bearing walls and infills is not
required for this project. The sampling and testing of masonry grout will follow the guidelines of
ASTM C1019. Eight (8) grout tests and sets of specimens are planned to be taken throughout the
duration of the project. A set of four (4) grout samples will be collected during each day of grout
placement. These samples will be cured for 24 hours on site then collected by a representative to
transport to our facility for curing and compression at 7 and 28 days.
The sampling and testing of masonry mortar will follow the guidelines of ASTM C780. Three (3)
mortar tests and sets of specimens are planned to be taken throughout the duration of the project. A
set of three (3) mortar cubes will be collected at the time of each of the ordered tests. These
samples will be cured for 24 hours on site then collected by a representative to transport to our
facility for curing and compression at 7 and 28 days.
STEEL INSPECTION: Inspections of the welded and bolted structural steel will be conducted to
verify conformance with the drawings and industry standards. Structural steel members and decking
will be periodically inspected for conformance of plan drawings and project specifications as the
building is being constructed.
EPDXY DOWEL INSPECTION: Inspections will be conducted during epoxy dowel placement
operations. We will be on -site during various stages of construction to observe and verify the proper
materials are utilized and placed according to the project specifications. The dowels and anchors will
be inspected in various locations for conformance during both concrete and masonry construction.
FIRESTOPPING/SEALANT INSPECTION: Inspections will be conducted on various assemblies for
openings and penetrations to ensure proper firestopping and sealing is achieved. The construction
documents will be reviewed and utilized during inspections and reporting.
BITUMINOUS TESTING: The testing of bituminous will include mixture properties, asphalt binder
content and core testing for density and thickness. Two (2) tests are to be conducted for each of the
listed items. The sampling and test procedures will be carried in accordance with MnDOT Schedule
of Materials Control (2018).
INFILTRATION TESTING: One (1) Double Ring Infiltrometer Test will be conducted on the
excavated subgrade in accordance with ASTM D3385 in the proposed infiltration pond area.
ADDITIONAL SPECIAL INSPECTIONS: Special inspections related to EIFS and Floor Flatness will
be conducted per the specifications and applicable code. Reports outlining our findings will be
submitted upon completion of the installation of these various building components.
PROJECT MANAGEMENT
The lead project consultant for this project will be Chuck Ackerman. Chuck is based out of
our Waite Park office and will head the project's daily operations. Tyler Burkes, EIT and
Patrick Johnson, PE, who are also located at our main office in Waite Park, will aid Chuck as
integral members of the project management team. The services provided for this project will be
closely monitored by them as construction proceeds to ensure that necessary special inspection and
testing procedures are conducted in accordance with project specifications. All laboratory testing
and coordination will be based out of our Waite Park office.
Reports of individual test results and various summaries of observations and inspections will be sent
daily to the project owner, the construction general contractor (To Be Determined) and any other
necessary parties within 24 hours. Reports can be submitted electronically and/or via USPS based
on your preference.
Any failing tests or issues encountered with project compliance will be reported immediately to the
contractor, architect, and owner. Retests will be billed to the construction general contractor (To Be
Determined).
All testing and inspection services will be invoiced two times per month on a per pay item basis as
detailed in our cost proposal.
