Adopt, by motion, a resolution approving a premises permit for the Elk River Youth Hockey Association.
Background/Discussion
The Elk River Youth Hockey Association (ERYHA) submitted a request for a premises permit to conduct
gambling at the Tipsy Chicken, 13479 Business Center Drive NW.
ERYHA currently holds permits for McCoy’s Pub, Sammy’s Pizza, and Buffalo Wild Wings. City ordinance only
allows up to three premises permits per organization.
The Council recently amended the ordinance to allow applications for premises permits that are not eligible due to
the limit on permits to be granted a waiver from the City Council if, within 30 days from the date of submittal of
the premises permit application to the city, no other eligible organization has submitted an application to operate
gambling activities at the premises applied for by the ineligible organization.
Eligible gambling organizations were notified of the request by ERYHA and no other applications to operate a
premises permit at Tipsy Chicken were received within the 30 days.

A Resolution of the City Council of the City of Elk River Approving Premises
Permit for the Elk River Youth Hockey Association
WHEREAS, the City Council of the City of Elk River allows gambling licenses to be
issued within the city.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: the request by the Elk River Youth Hockey Association for a
premises permit at Tipsy Chicken, 13479 Business Center Drive NW, is hereby approved.
