Overview
Background
The applicant is proposing to construct a bank with three drive - thru lanes. The site is
undeveloped and located at the southwest corner of 173rd Avenue and Highway 169, east of
Yale Street. The bank owns the adjacent lot to the south, which is also undeveloped. There
are townhomes to the west, on the west side of Yale Street. The site is fairly level but drops
down as you move north to south across the property.
Analysis
Site Layout
The building is located in the center of the lot with parking lots on the north and south
sides. There are two access points into the site. Both driveways are off of Yale Street. There
is no access from Highway 169 or 173rd Avenue. The building will have two main entrances,
one on the north side and one on the south side. The building is setback about 11 feet from
the east property line. The property is zone PUD and there are no minimum setback
requirements. For comparison, the minimum front setback requirement in the C3 district is
20 feet.
Parking and Access
The site has two driveways off of Yale Street. One serves the parking area on the north side
of the building and the entrance to the drive-thru lanes. The other driveway serves the
parking lot on the south side of the building and the exit from the drive-thru lanes. The
south entrance will be a combined access with the lot to the south; the south parking area
will also be used joindy with property to the south. The south parking lot has 18 spaces and
the north parking lot has 23 parking spaces.
Building Elevations
The exterior of the building will be EIFS and brick with a metal roof. It will be one story on
the north side and two stories on the south side. There will be a main entrance on the upper
(north) side and a main entrance on the lower (south) side.
Grading. Drainage and Utilities
Grading, drainage and utility issues are addressed in the City Engineer's memo.
Landscaping
The landscape ordinance requires 24 trees. The landscape plan includes 24 trees (12 over
story trees, 6 evergreens and 6 ornamental trees). The evergreens are located along Yale
Street, between the bank and the townhouses. The remaining trees are planted around the

site. The landscape plan complies with the landscape requirements. All landscaped areas
should be sod and irrigated.
Recommendation
Staff recommends that the Planning Commission recommend approval of the conditional
use permit for American National Bank with the following conditions:
1. All comments of the City Engineer shall be addressed.
2. The south access and south parking area shall be shared with the adjacent parcel.
3. The landscape plan shall be revised to include size of trees and a include a note that
all landscaped areas shall be sod and irrigated.

RE: AMERICAN NATIONAL BANK SITE PLAN REVIEW
Dear Mr. Harlicker:
As requested, we have reviewed the submittal package for the American National Bank
building proposed to be constructed on Lot 6 Block 1 Mississippi Ridge addition. The
submittal package was prepared by Ringdahl Architects and consisted of a site plan, grading
plan, landscape plan, building elevations, and inside layout. Based upon our review we
would offer the following comments:
1. It is our understanding the bank will occupy the upper level of the building and the
lower level will be rental space. The building is proposed to have a drive-through
banking facility on the west side of the building.
2. There are two driveways proposed off of Yale Street. The first driveway will be a shared
access between Lots 5 and 6. It is our understanding that the bank owns both lots at this
time. The second driveway is closer to the intersection of Yale Street and 173rd Avenue
and will act as the access point to the drive-through bank or to the bank parking lot.
Our understanding of the bank operation is that its customers are primarily commercial
in nature and therefore, has a limited number of drive-through and/or lobby visits per
day as compared with other types of banking operations.
3. The grading plan for the site proposes the extension of storm sewer to service both the
upper and lower parking lots. When Mississippi Ridge was developed, a regional pond
was constructed. Therefore, no on-site ponding is required.
4. There is an existing sanitary sewer and water service off of Yale Street to service this
facility. The Fire Chief should be consulted regarding whether or not an internal hydrant
is required.

5. There is a monument sign proposed for the northeast comer of the lot near the
intersection of 173rd Avenue and 1H 10.
6. One comer of the building is within 10 feet of the property line adjacent to 1H 10. This
will require a variance. From our perspective, this would be a reasonable variance to
grant because it moves the drive-through activities further away from Yale Street where
there are residential townhouse units on the west side. It also provides a larger green
space adjacent to Yale Street, which is utilized for some of the landscaping material.
