RESOLUTION 89-1
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION RECOGNIZING THE SERVICES OF ESTELLE GUNKEL AS
MAYOR FOR THE CITY OF ELK RIVER
WHEREAS. Estelle Gunkel has served as Mayor of the City of Elk River for two
years from January. 1987 through December. 1988; and.
WHEREAS. prior to Estelle Gunkel's service as Mayor she served for four
years on the City Council; and.
WHEREAS. while serving as Mayor and City Councilmember for the City of Elk
River. Estelle Gunkel also served on the City Economic Development
Authority and the City Housing and Redevelopment Authority;
and.
WHEREAS.
prior to Estelle Gunkel's service on the City Council. she served
on the Elk River Planning Commission and was involved in a
neighborhood citizen group that provided input to the City regarding
the Elk River Mall commercial development; and.

Estelle Gunkel served as Mayor and Councilmember during the
formation and adoption of the City Growth Management Plan. the
hiring of a City Economic Development Coordinator. the development
of existing parks and purchase of new parks. the planning and
completion of a comprehensive Central Business District
beautification project along with the Main Street and Jackson Avenue
improvement projects; and
WHEREAS. Estelle's service as Mayor and Councilmember to the community
merits the gratitude of the residents of the City of Elk River;
and.
WHEREAS. it is highly appropriate that her outstanding services to the City
of Elk River should be recognized and appreciated.
NOW. THEREFORE. BE IT RESOLVED by the City Council of the City of Elk River.
Minnesota that on behalf of the residents of the City of Elk River.
Estelle Gunkel's dedicated service as Mayor and City Council
representative is hereby recognized and appreciated.
