RESOLUTION 89- 3
RESOLUTION PROVIDING FOR
AN ELECTION TO DETERMINE WHETHER TO
ISSUE BONDS FOR THE PURPOSE OF FINANCING
THE PURCHASE OF FIRE FIGHTING EQUIPMENT
BE IT RESOLVED, by the City Council of the City of Elk River,
Minnesota, as follows:
1. This council finds and determines that it would be in
the best interests of the City to issue and sell its
general obligation bonds for the purpose of providing
funds to finance the purchase of an aerial ladder
platform fire truck and related equipment.
2. The amount proposed to be borrowed through the issuance
and sale of such bonds shall not exceed $475,000.
3. Pursuant to the requirements of applicable law, the
proposal to issue such bonds shall be submitted to the
voters of the City at a special election to be held
February 14, 1989. The polling place will be held at
the Fire Station located at 415 Jackson Avenue. The
election judges are certified election judges. The
Polls shall be open at 7:00 a.m. and shall close at 8:00
p.m.
4. The city clerk shall cause notice of the election as
required by law to be published for two weeks in the
official newspaper of the City and shall post the notice
in three public places in the City at least ten days
prior to the election. The notice shall be
substantially in the form of the notice marked Exhibit
A, attached hereto and incorporated herein by reference.
A copy of the notice shall be posted in the clerk's
office for public inspection.
5. The clerk shall cause ballots to be printed in
substantially the form of the ballot marked Exhibit B,
attached hereto and incorporated herein by reference.
At least one week before the election, the city clerk
shall publish a sample ballot in the official newspaper
of the City. At least four days before the election,
the clerk shall post a sample ballot in the clerk's
office for public inspection. The clerk shall post a
sample ballot in each polling place on election day.

6. This Council shall meet at the Elk River City Hall on
February 16, 1989, at 7:00 p.m. to canvass the returns
and declare the result of the election. The city clerk
shall certify the results of the election to the county
auditor, and the clerk shall be the final custodian of
the ballots and the returns of the election.
Passed and adopted by the City Council of the City of Elk River,
this 9th day of Janaury 1989.

NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN, that a special city election of the City
of Elk River, Minesota will be held on February 14, 1989, at
which election there shall be submitted to the voters of the City
the following proposition:
Shall the City of Elk River issue its general obligation
bonds in an amount not exceeding $475,000 for the purpose of
providing funds to finance the purchase of an aerial ladder
platform fire truck and related equipment.
The polling place for this special election will be at the Elk
River Fire Station, 415 Jackson Avenue, for Wards 1, 2, 3, and 4,
which includes all residents of the City of Elk River.
The polls will be open at 7:00 a.m. and will close at 8:00 p.m.
