VILLAGE OF ELK RIVER COUNCIL MEETING
AUGUST 15, 1966
The regular semi-monthly meeting of the Elk River Village Council was called to order on August
15, 1966 by Mayor Coles. All members were present. The minutes of the last meeting were read and
approved.
Applications for building permits by Thomas Weiss and Elk River Home Improvement Co. were
approved. On this date a hearing was held as advertised regarding paving of School Street from
Jackson Avenue east approximately 750 feet and Third Street from Hold to Gates. Present were Mr.
and Mrs. Ed Peterson, Herman Becker, Herbert Johnson. Few objections were heard.
A motion was made by Hudson and seconded by Bartelt that engineer Mills be directed to make a
pre-liminary report on paving School Street from Jackson Ave east two blocks to existing paving.
Carried.
Motion by Hudson second by Syrvig that Engineer Mills be directed to make report on the paving
of Third Street from Holt Ave to Gates Ave Motion carried.
A motion was made by Hudson and seconded by Bartelt to publish notice of public hearing about
this paving, to be held at Village Hall on Aug 15, 1966 at 8 P.M. carried.
Motion by Syrvig and seconded by Hudson to resurface Jackson Ave from Highway 10 to Main St.
And Main Street from Jackson to Highway 101. Carried.
A summons and complain was received on July 28, 1966 against the Municipal Liquor Store,
attached herewith. Motion by Briggs and seconded by Bartelt to authorize Atty John E MacGibbon
to represent the village in the case.
Trustee Bartelt proposed the following resolution requested by the Planning Commission and
moved its adoption. It was seconded by Hudson and passed, all voting in favor.

The Council decided to resurface School Street from Jackson Avenue to the Lincoln School,
Jackson from Highway 10 to Main Street, Main Street from Jackson Ave to 101, Third Street from
Holt to Gates.
A motion was made by Hudson and seconded by Syrvig that bid of Buffalo Bituminous Co. for
paving which was the lowest bid be accepted. Carried.
Engineer Mills will make out contracts and have them signed by the Buffalo Co. Mills will negotiate
with them for any variation in the paving.
Police officers Micheau and Robert McCartney met with the Council and the matter of arrests and
bail was discussed.
A motion was made by Hudson and seconded by Briggs to issue a on and off beer license to Gerald
Wagener at Main Tap. Motion Carried.
