11-21-1966 VCM VILLAGE OF ELK RIVER COUNCIL MEETING November 21, 1966 The regular semi-monthly meeting of the Elk River Village Council was held at the Village Hall on November 21, 1966. This meeting was also a hearing called for the street improvement assessments. Members present: Mayor Coles, Clerk Briggs, Trustee Hudson and Syring. Trustee Bartelt was absent. Among these present regarding the assessments were: Engineer Mills, Atty. Mac Gibbon, Thomas Weiss, Henry Tembrack, Irvin Hetrick, Richard Travis, Ella Kringland, Pat Killmartein, Herbert Johnson, Howard Wakefield. A motion was made by Hudson and seconded by Briggs to Authorize Atty. Mac Gibbon and Engineer Mills to negotiate with Howard Wakefield regarding assessments on School Street. Complaints were heard but no changes were made in the assessments except School Street. A motion was made by Hudson and seconded by Syring to adopt street improvement assessments as prepared by Engineer Mills and Authorize Clerk to certify them to the County Auditor. Carried. A motion was made by Hudson and seconded by Briggs to blacklist Andrew Nokk of Big Lake, Minn. at the Municipal Liquor Store upon recommendation of the Big Lake Council. Carried. Police Chief Oliver Micheau would like to have a no parking sign on Main in front of Farm Bureau as cars are being parked too near the Carner. Upon advice of Atty. John E. Mac Gibbon the Council agreed to call for a public meeting to be held at Village Hall at 7:30 P.M. on December 5, 1966 for the purpose of considering an amendment to zoning ordinance No. 61 as relating to property at the intersection of Main Street and Highway 169. See notice attached. A motion was made by Barteld and seconded by Briggs to call for a hearing on January 9, 1967 for the purpose of considering a proposed amendment of zoning ordinance. Also that January 9, 1967 be the the next regular meeting of the Village Council and that the mid-month meeting be held on January 23, 1967. Meeting adjourned. H.A. Briggs Village Clerk
