10-19-2020 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, October 19, 2019 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Nate Ovall (arrived at 5:33 p.m.), Jennifer Wagner, Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: Economic Development Specialist Colleen Eddy, City Administrator/Acting Executive Director Cal Portner, and Records Specialist Katie Porath 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Hartwig and seconded by Commissioner Wagner to approve the agenda. Motion carried 6-0. 4. Consider Consent Agenda Moved by Commissioner Blesener and seconded by Commissioner Wagner to approve the following consent agenda: 4.1 January 21, 2020, EDA Minutes 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. 4.5 Appointment of Executive Director. 4.6 EDA Loan Report. Motion carried 6-0. Economic Development Authority Minutes October 19, 2020 S. Open Forum No one appeared for Open Forum. 6. Public Hearings There were no public hearing items. 7.1 Public Art Contract with Milligan Studio Mr. Portner presented the staff report. Page 2 Moved by Commissioner Blesener and seconded by Commissioner Westgaard to approve a contract with The Milligan Studio for a public art installation in 2020-2021. Motion carried 7-0. President Tveite asked about the deadline of October 21, 2020, to file the grant. Ms. Eddy responded that the contract must be approved before the grant can be submitted. 7.2 Public Art Grant Application Ms. Eddy presented the staff report. Ms. Eddy commented that this grant only covers half of the cost. Moved by Commissioner Wagner and seconded by Commissioner Westgaard to approve the public art grant application for the Slipstream sculpture created by The Milligan Studio. Motion carried 7-0. 7.3 Discuss Orono Park Plat and EDA -Owned Property Mr. Portner presented the staff report. President Tveite asked if there were any legal ramifications. Mr. Portner responded that the EDA uses the same tax base and are a city entity. Commissioner Westgaard asked if it would affect any financing. Mr. Portner stated the bonds are paid and the EDA owns the property. P 0 1 1 R I I R I NATURE Economic Development Authority Minutes Page 3 October 19, 2020 7.4 Together Elk River Campaign Update Ms. Eddy presented the staff report. The Commission discussed adding new members to the Together Elk River subcommittee. The commission wished to have the positions of Executive Director and a Communications representative, as well as a representative from the Chamber of Commerce, held open. President Tveite suggested amending the committee structure to allow people in these positions or a substitute to fill the role as deemed required by vacancies. Moved by Commissioner Ovall and seconded by Commissioner Wagner to approve the Together Elk River Subcommittee. Motion carried 7-0. Commissioner Wagner discussed an idea for a gift card program that would benefit local businesses. There are some questions from the legal counsel, but she wanted to discuss with the commission. She has contacted Sherburne County to see if they may be interested in participating as well. Commissioner Westgaard asked if it could be classified as CARES Act or stimulus funding. Mr. Portner explained that the CARES Act and stimulus funding were set as a business subsidy, not as an individual subsidy. Commissioner Wagner asked if the EDA could use part of the $200,000 set aside for COVID microloans. Mr. Portner explained it was still public money. Commissioner Christianson asked about a reimbursement program. Mr. Portner will discuss with legal counsel. President Tveite stated there would have to be parameters for who is eligible so that the commission is not in the position to pick winners or losers and there is no advantage toward any one person. He felt that, if the program were set up to promote holiday shopping, it would have to be decided before the November EDA meeting. Commissioner Ovall suggested giving local businesses a promotional grant that they could use to create awareness and decide how to spend the money. rP0 1 1 R E 1 sr NATUREJ Economic Development Authority Minutes Page 4 October 19, 2020 7.5 Strategic Plan Update Ms. Eddy presented the staff report. 7.6 COVID Emergency Loan Program and Sherburne County Business Relief Fund Update Mr. Portner presented the staff report. Ms. Eddy added that there is still money in the EDA COVID microloan. 8.
