09-17-2020 HPC MIN+_:!y of Elk River Members Present: Members Absent: Special Meeting of the Heritage Preservation Commission Elk River City Hall Thursday, September 17, 2020 Chair Lance Lindberg, Commissioners Zachary Griffiths, Tony Mauren, and Debra Mortensen Commissioner Joshua Fox Others Present: Council Liaison Jennifer Wagner and Planning Manager Zack Carlton I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:03 p.m. by Chair Lindberg. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider September 17, 2020, Agenda Moved by Commissioner Mauren and seconded by Commissioner Mortensen approve the September 17, 2020, agenda. Motion carried 4-0. 4.1 Minutes of July 16, 2020, Heritage Preservation Meeting Moved by Commissioner Mortensen and seconded by Commissioner Mauren to approve the July 16, 2020, meeting minutes. Motion carried 4-0. 5.1 Jackson Street Water Tower Update Mr. Carlton stated the bid opening took place earlier in the day and four bids were submitted. The bid amounts ranged from around $164,900 to $455,000. He stated Kodet Architecture is verifying the bids submitted to ensure bid calculations are correct. He stated the apparent low bidder is Elevation Painting in the amount of $164,900. Mr. Carlton stated the amount is over the amount of the grant amount received of $136,000 but they can apply for an additional subsequent grant based upon what has changed in the bidding process. He will receive those changes from Kodet and then submit to the state. Additional monies over the $20,000 matching Heritage Preservation Conunission Meeting Ell: River City Hall September 17, 2020 funds from ERMU can also be sought. He stated the council will receive this information October 5. Mr. Carlton explained COVIDI9 extended the grant timeline until Fall 2021. The contract states the contractor will give a 30 -day notice to begin work and once starting will have a maximum of 45 days to complete work. He indicated additional work needed to be done based upon the analysis done this summer and those items included additional screening required on the east side near the townhomes due to the lead-based paint, replacement of rust jacking plates, additional steel structural work is required, and re -grading the base around the tower and even out the sediment around the entire site. Commissioner Mauren asked questions regarding the completion date to plan a public event. Commissioner Mortensen asked if the contractor was not approved. Mr. Carlton explained Kodet will be reviewing the submitted bid documents and because Elevation Painting was the apparent low bidder, there should not be any reason for them not being approved unless some concern is found. 5.2 Discuss Website Articles Mr. Carlton asked if the commission were fine with the draft article he sent which submitted by Steve Rohlf. He stated he heard from a few and can incorporate those comments to finalize the article. The commission agreed. Chair Lindberg and Commissioner Mauren discussed changing the population figure in the article. Commissioner Mauren stated Mr. Rohlf mentions the population figure from an article published in 2001. Chair Lindberg stated he will obtain the census figure from official census records and provide that to Mr. Carlton. Mr. Carlton asked if there were any other articles available. Chair Lindberg stated he will have a few to submit. Commissioner Mauren indicated he will have an article written based upon a documentary script and will submit it by year end. 5.3 Adopt HPC Bylaws Mr. Carlton indicated he wanted the commission to do one final review of the bylaws as updated at the last meeting, with the change in the number of seven commissioners, with five being from Elk River and two being from either Elk River or from outside the community. Moved by Commissioner Mauren and seconded by Commissioner Griffiths to approve the Heritage Preservation Bylaws with the change in 1.5) Heritage Preservation Commission Meeting Elk River City Hall September 17, 2020 Membership- The HPC shall consist of seven commissioners. FsFive of which shall be residents of the City of Elk River with the remaining Commissioners with the option of representing areas outside of the city. Motion carried 5-0. Mr. Carlton suggested one of the commissioners reach out to the Sherburne History Center to see if anyone was interested in applying to the commission. 5.4 HPC Initiatives and Updates Commissioner Maurer discussed how ERMU is firming up details of the public celebration of the water tower restoration and asked if there was more information regarding the details and price of an informational kiosk. Mr. Carlton indicated the council budget did include funds to hire a consultant to engage in creating plans for a kiosk in 2021 for the water tower site. ERMU has funds set aside for a kiosk but was not sure the amount. He explained how much detail could go into the plans including landscaping and kiosk construction. He noted other cities may have kiosks if the commission wanted to seek those ideas and provide as part of the discussion at the next HPC meeting on November 19. Chair Lindberg asked about the historical impact about the downtown redevelopment plans and if the commission should become involved to provide input. Councilmember Wagner stated in her opinion if the HPC wanted to put together a formal statement to provide during the work session, they could but she did not feel the council was close to making final decisions on this proposed redevelopment. She explained there has been no public input yet and there is no signed contract to proceed with any redevelopment. Commissioner Griffiths asked for guidance on how he could be authorized to do metal detecting on the Houlton property to try and find things to substantiate a battle that took place. He stated he emailed the Friends of the Mississippi and the Sandy Lake Band of Ojibwe for help. The commission discussed options for determining if archeological digging could take place. 6.
