Background/Discussion In accordance with the city Financial Management Plan, budget amendments are intended to recognize significant revenue and expenditure deviations which were not included in the adopted budget. During the year, a grant may be received in which case both the revenues and expenditures are reflected as budget amendments for approval by the City Council. The budget amendments and transfers are related to the CARES grant provided to the City of Elk River to cover expenses relating to the COVID-19 public health emergency. City costs included wages and benefits, equipment and facilities, technology purchases, and public health expenses. The transfer from the grant fund to the General, Multipurpose Facility, Sewer, and Liquor funds will provide reimbursement for internal expenses of wages and benefits related to the COVID-19 public health emergency. Financial Impact Budget amendments and transfers to recognize CARES grant revenues and expenditures and provide reimbursement to funds affected by the COVID-related public health emergency. WHEREAS, The City Council has reviewed the request and determined it to be a sound financial practice to provide for operational effectiveness. WHEREAS, It has been determined that $528,471.36 should be transferred out of the CARES Grant fund to provide for reimbursement of COVID-related wage and benefit expenses to the General, Multipurpose Facility, Sewer, and Liquor funds. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota, as follows: The transfer of $528,471.36 from the CARES Grant fund to the following funds: General Fund $490,424.77 Multipurpose Facility Fund $3,061.05 Sewer Fund $20,780.10 Liquor Fund $14,205.44 Passed and adopted this 7th day of December 2020.
