Action Requested
Adopt, by motion, a resolution seeking federal funding provided through the 2025 Transportation Alternatives
(TA) solicitation and to the required local funding match and future maintenance of two proposed trail segments
along County State Aid Highway CR 40 (Cleveland St) and CSAH 13 (Twin Lakes Road) should the project be
selected.
Background/Discussion
This year's application is updated from last year's submission to make desired trail connections on the east side of
Elk River but reflects newly constructed and to be completed in 2021 trail segments along CSAH 13 and CSAH 12.
As part of the application process, the sponsoring agency must pass a resolution agreeing to provide a local funding
match and agreeing to maintain the trail segments for the duration of their useful life. Per the current Sherburne
County Cost Participation Policy, the city is responsible for all costs associated with the construction of new trails
and/or sidewalks and the ongoing maintenance when located within county right of way. The TA program allows
requests for up to 80% of eligible project construction costs up to a maximum of $800,000. The city would be
responsible for the design costs, any right of way costs and the 20% match for construction costs. The application
for the annual TA solicitation is due in early January.
Financial Impact
Staff has estimated the total proposed project costs to be around $940,000. The application would be submitted
requesting $750,000 of this amount to be considered for award of federal funding with the balance being the
responsibility of the City. The city's cost share is anticipated to be paid through the Active Elk River bond
proceeds identified for trail improvements.

A Resolution of the City Council of the City of Elk River Agreeing to Provide
Local Match Funding and Maintenance for Two Trail Gap Segments for the
Transportation Alternatives 2025 Federal Funding Solicitation Process
Application
WHEREAS, the Central Minnesota Area Transportation Partnership (ATP-3) is soliciting
project submittals for the federal funding under the Fixing America's Surface Transportation
(FAST) Act in fiscal year 2025; and
WHEREAS, these federal programs fund up to 80 percent of project construction costs
up to a maximum of $800,000; and
WHEREAS, federal funding of projects reduces the burden on local taxpayers for regional
improvements; and
WHEREAS, non-federal funds (local match) must be at least 20 percent of the project
construction costs; and
WHEREAS, all proposed trail segments are consistent with the adopted City of Elk River
Parks Master Plan and adopted Master Trail Plan; and
WHEREAS, the City of Elk River is responsible for the maintenance of the trail segments
for the duration of their useful life; and
WHEREAS, the estimated eligible project construction costs are $940,000; and
WHEREAS, the City of Elk River would be responsible for 20 percent local match of
project construction costs and all estimated design ($60,000), right of way ($50,000) costs;
and
WHEREAS, subject to federal funding award, the City Council of Elk River would be
asked to consider authorization to execute a grant agreement at a future meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows:
1. The City Council of Elk River, subject to federal funding award, agrees to provide
non-federal local match of at least 20 percent of the project construction costs and
all necessary design and right of way costs for the project.
2. The City Council of Elk River, subject to federal funding award, agrees to maintain
the trail segments for the duration of their useful life.
