Background/Discussion Case No. CU 20-18 The City of Elk River proposes construction of a new fire station at the intersection of Cleveland Street (CR 40) and 191" Ave NW. The city has seen significant residential growth east of Highway 169 for quite some time and the Fire Department has been planning to add a third station to ensure quick response for emergencies on the east side of the city. The land for the station was deeded to the city as part of the Planned Unit Development discussions for what is currently the plat of Miske Meadows. A study evaluating the best location for fire station #3 also confirmed the desired location in this area. The fire station will operate in a state of readiness 24/7/365, will be staffed by paid -on -call volunteers, and is planned to be the base of operations for approximately 30 fire fighters. The proposal also includes a future well and pump -house that will be added when development in the area reaches the point that additional water supply services are necessary. Planning Commission CR 12 ti `69 The Commission, acting as the Board of Adjustments, approved two Figure I variance requests associated with this project. The first allowed two additional driveways and the second allowed driveways to exceed the width standards outlined in ordinance. The variances support the larger turning radii of fire trucks and access/use separation for emergency activities. Staff did not receive any objections to the variance within the required 10-day period and the variance has been approved. Updated. August 2020 The Planning Commission discussed the CUP later in the meeting. The Commission discussed areas that will be served by the future well and pump -house, the use of firetruck lights and sirens, and parking for first responders. The well is not proposed for construction with this project, but the area east of Cleveland is expected to be served by city utilities in the future. The well would add capacity to the existing system when the need arises. Staff noted that the fire department is aware of surrounding uses and will use the sirens/lights when appropriate. It was also noted that the city's two other fire stations are in residential areas with little to no concerns received regarding noise. The Commission unanimously recommended approval of the CUP and the city has not received any additional comments from the public. RR CR 12 rI I1EIEI AY ATUREE Updated: August 2020 Site and Building Plans The building is centrally located on the site and has four driveways servicing the parking areas and building. Two of the driveways access the driveway to Twin Lakes Elementary School, one with access to the fire apparatus bays and one accessing the main parking area. There is one exit to Cleveland Street which will be the main exit for emergency vehicles. The plans also include additional signage informing motorists when an emergency vehicle will be exiting. The two driveways servicing the emergency vehicles, fire trucks, exceed the ordinance with limit of 30- feet and the city has applied for a variance to allow their construction. There is also a fourth driveway with access to 1915` Ave NW and connecting to the primary parking area in front of the building. The building itself is one story and approximately 17,500 SF in size. It will include concrete walls with brick exterior finishes. Major spaces include the two apparatus bays, support spaces, training and classroom spaces, and areas that could be rented out for public use. Building signage includes a wall mounted backlit sign identifying the building as Elk River Fire Station No. 3. The future well and pumphouse are located west of the fire station and will include be constructed with similar materials to blend into the site. The watermain serving the future well and pumphouse will be constructed with the fire station with the actual building to be built at a later date. The site includes significant landscaping around the perimeter of the site, along the building, and within a courtyard space near the entrance to the building. Applicable Regulations In approving a Conditional Use Permit, the Commission and Council may impose such specific conditions with regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city. The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: 1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience or n elfare of the neighborhood or the city. The presence of a fire station has the potential to impact neighboring properties with sirens and flashing lights. The operation plans will include procedures to minimize these impacts to nearby residential properties and reduce impacts from the use. Construction of the facility will reduce response times, improving safety of the surrounding neighborhoods, and reduce long-term losses resulting from fires on the east side of Elk River. The proposed project will not detrimentally affect the use and enjoyment of other properties in the immediate vicinity. River Description of Project Narrative CU 20-18 The narrative is your opportunity to describe, promote, and sell your proposal to the Planning Commission and/or City Council before the meeting(s). A typewritten narrative explaining your request in detail should include, but not limited to, all the following applicable information: Elk River Fire Station #3 is planned to provide fire suppression services to the existing and newer developments in the eastern part of Elk River and it will be critical to maintaining appropriate response times during and after the Highway 169 project. The building will be approximately 17,500 square feet including the mezzanine area. The building will be one-story with a mezzanine, utilizing CMU bearing walls with concrete spread footings and steel joist roof structure. There will be a tornado shelter inside the building. Major space types include the Apparatus Bays and support spaces, a training tower, a large divisible classroom, dayroom, dining, and kitchen spaces, offices, shower rooms, and a physical training room. Like the adjacent Twin Lakes Elementary, the land is programmed for Public Use, and a Fire Station fits into that category based on the previously approved CUP 05-08. The building will be at a state of readiness 24/7/365, but as a volunteer fire station the hours when firefighters are actively in the building are impossible to predict. The station is planned to be the base of operations for —30 firefighters. There are 10 parking stalls for first responders and 35 parking stalls for the public or for firefighters arriving at the station for a non -emergency reason. Driveways have been situated to separate emergency vs. non -emergency use. The emergency entrance to CR 40 is proposed to be wider with this project to ensure an adequate width for potential need of an additional apparatus bay on the north side of the fire station. Trash dumpsters, electrical equipment, and mechanical equipment will be screened from public view. No outdoor storage is proposed. The exterior enclosure includes utility brick, stone panels, metal panels, and decorative CMU over a CMU backup wall. Roofing will be a standing seam pitched roof over the apparatus bays and a low -slope membrane roof over the office and living areas. There will be building -mounted backlit letters on the east elevation reading "ELK RIVER FIRE STATION No. 3" Future Municipal well: As guided in the approved CUP, a municipal well was also sited within this parcel. City staff, design team and Elk River Municipal Utilities (ERMU) water staff have worked to identify a feasible solution to incorporate both the municipal well and the proposed fire station. This would incorporate a well, well house, and appropriate watermain which would be covered by an easement allowing ERMU access and use. The well and well house would be installed in the future once the need is required to maintain future growth. The well house would use similar building materials as both the proposed fire station and the existing school. Only the watermains would be installed with this proposed project. ERMU has an agreement with the school district stating that when we construct a municipal well, their well will be released to us as a monitoring well or it must be sealed.
