Park Dedication – Reserve at Woodland Hills

Recommend, by motion, park dedication for Reserve at Woodland Hills be paid for the final number of dwelling
units at final plat approval at the rate applicable when the subdivision is released for recording.
Background/Discussion
The subject property, 5.3 acres in size, is zoned R1c and is located at
the north east corner of the County Road 1 and 196th Avenue
intersection. The current proposed plat will consist of nine lots and
dedicated right-of-way for an extension to the 196th Court cul-de-sac.
Lot 3 will contain the existing house and the remaining lots will be new
developable lots, which are eligible for park dedication.
The plat most likely will be reduced in the number of lots as the
proposed improvements will not be approved by Sherburne County
Public Works Engineering. Lots 4 and 5 are shown to directly access
County Road 1. The lots (driveways) do not meet the county required
access spacing guidelines of 660’ from an adjacent intersection. The
Planning Department is working with the application on this.
The Neighborhood Parks Service Area text in Chapter 5 of the master
plan states, recreation facilities should be developed when 300 or more households
within cluster developments or on lots less than 2 acres are located within 1.5 miles
of the park.
Woodland Trails is approximately one mile from the subject parcels
and Meadowvale Park is approximately one quarter mile away. The
subject property does not meet this criterion; therefore, staff
recommends dedication be paid in the form of cash.
