RESOLUTION 89 - 69 RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION AUTHORIZING THE PROPOSED TAX LEVY FOR CALENDAR YEAR 1990 WHEREAS, the Elk River City Council has reviewed the City's anticipated expenditures for all funds in 1990; and, WHEREAS, the Elk River City Council has considered projected revenues for all funds in 1990; and, WHEREAS, revenues from sources other than property taxes are insufficient to cover anticipated expenditures of all funds; and, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that the following dollar amounts are proposed to be levied as property taxes payable in 1990 as authorized by the 1989 Special Session Tax Law. All 1989 pay ranges established by the City Council will increase by 4% in 1990, based on Step 5, in order to remain competitive to the private market and comparable to similar communities. The exception to this pay range increase are the employees that are above the all employee comparable worth 10% pay corridor. These employees will have their wages adjusted according to City Council action taken on 8/29/88. This City Council action called for the Waste Water Treatment Plant employees, Street/Park Department employees, and the Assistant Liquor Store Manager to receive 2% increase in base salary and the remaining increase of 2% to be given in lump sum payment after the work is performed. Based on acceptable work performance, all municipal employees will move up one step in their pay range or to the top of their pay plan, whichever is less. 2. The 1990 pay ranges for the City employees are listed in Exhibit 2. The 1990 Pay Plan continues the City's efforts to comply with the Comparable Worth Law. 4. The part time liquor store clerks shall be paid in accordance with the following schedule: 3. Start 3 months - 6 months - 1 year 2 years $4.00 $4.75 $5.00 $5.50 $6.25 5. All permanent part time employees are to receive prorated benefits for vacation, holiday, and sick time. These employees must be scheduled to work an average of at least 20 hours per week. 6. All unionized employees (Police Department) will have their wages and benefits adjusted per City Council approval of the Police Union Contract and are not governed by any clauses of this resolution. 7. All probationary employees shall receive increases according to the agreement when the employee was hired. . . . Exhibit 1 Page 2 8. All health insurance benefits offered in 1989 will again be offered in 1990. The City's contribution to these benefits for employees will be increased by $15.00 per month from the 1989 level of $200.00 per month to $215.00 per month in 1990. Health insurance benefits will be offered to all permanent employees scheduled to work an average of 30 or more hours per week on a prorated basis. 9. When the Waste Water Treatment Plant Superintendent and the Street/Park Superintendent are on vacation for at least one continuous eight hour period, then at the discretion of the Department Head, one employee in the Waste Water Treatment Plant Department and up to two employees in the Street/Park Department will receive an additional $.50 per hour for functioning as the "Lead Contact Worker." This adjustment during the absence of the Department Head is to reflect additional responsibilities directing the work crew and work program. 10. To encourage continuing education for city employees, the City will reimburse 3/4 of the tuition fee to employees for successfully completing classes directly related to their position with the City. Any such class must be taken on employee time, and receive written approval by the City Administrator before tuition reimbursement will be made. 11.
