Background/Discussion New Look Contracting, Inc. is set to begin dredging and hauling material from Lake Orono for the LORE project. The work requires the lake and lake bottom be frozen to support the weight of dredging and hauling equipment. The unseasonably warm weather has prevented them from fully mobilizing to keep the project on schedule. Because dredging must be completed during the winter months, New Look is requesting the city allow extended work hours in the coming weeks to keep the project on schedule. The city code (Sect. 46.37) provides that construction activities between the hours of 9 p.m. and 6 a.m. constitute a nuisance. However, the city has allowed construction activities between these hours in unique circumstances, most frequently to allow mining and hauling operations in support of MnDOT nighttime road projects. Allowing nighttime operations may affect residential properties surrounding and adjacent to the lake, although noise impacts may be mitigated somewhat because windows are closed in winter. Not allowing nighttime operations could threaten project completion before the spring thaw when these operations are impossible. New Look is requesting to haul 24-hours a day for three weeks, beginning either the week of January 25 or February 1, weather dependent. During this period, they will only dredge and haul from the upper lake (north of Highway 10) at the approved access location. No work will occur on Sundays. They estimate approximately 20 trucks will be used during this time. Staff supports the request and has reached out to lakeshore owners. Updated: August 2020 From:Chad Hamann To:Wisner, Brandon Subject:Additional Work Hours request Date:Thursday, January 14, 2021 1:50:54 PM Attachments:image001.png Brandon,   With regard to the Orono Lake project and the uncooperative winter conditions, New Look Contracting (NLC) is requesting to work two shifts, a night and a day shift .  With the arrival of ice/frost building temperatures next week, NLC is of the opinion the conditions would be ideal for a two shift operation beginning the last week of January or the first week of February.  We are familiar with the sensitivities and intricacies of this project and we are of the opinion that this is the most viable option for success.  With the limited access and egress there are only so many trucks that can haul out of the site in a given hour.  To facilitate an increased export volume per day we need to utilize more hours.  Over the course of three week, running two shifts we are confident of completion before the suns energy in late February make work impossible.  NLC has worked at night in various situations and we are experienced in minimizing construction noise utilizing various technologies and work practices.  We look forward to your approval and feel free to contact me if I can answer and additional questions.   Thank you,     Chad Hamann Chief Project Manager 14045 Northdale Blvd Rogers, MN 55374 763.241.1596 Main 763.453.1235 Cell
