Lighting shall meet the standards of Section 30-937. 2. Satisfaction of all comments in the Comment Letter dated January 8, 2021. Background/Discussion The property is zoned Rl-c where Commercial Recreation Facilities require a Conditional Use Permit (CUP). J' The applicant is seeking a CUP to replace the existing Elk River High School stadium,including a synthetic turf field, new track, new visitor and home bleachers, a new ticketing and concessions building, new CR 33 storage and team room buildings,realignment of existing fields north of the stadium, and resurfacing a portion of the west elevation of the 3 existing Elk River High School building at the decommissioned dock. x For the project to be competed, several variances are required,which RR the applicant has applied for (V 21-01). • Hwy 10 Applicable Regulations CR 12 In approving a Conditional Use Permit,the council may impose such specific conditions with regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in Section 30-654 and the requirements contained in this article, and to promote compatibility with and minimize any tiw� potentially adverse effects upon adjacent properties, the neighborhood or the city. The location for the project is the existing stadium site. The new stadium and its support buildings will operate spring, summer, and fall, with the buildings taken out service seasonally in winter. No parking changes are planned as part of this project, which, like the existing stadium, leverages the recently renovated parking lot shared by Elk River High School and the Furniture and Things Community Event Center. Proposed building finish materials are primarily brick and decorative concrete masonry with accents of aluminum rainscreen panel. Roofs will be standing seam metal and asphalt shingle. Signage for the project includes building signage for the new ticketing and concessions building and at the resurfaced wall of the existing High School. Types, locations, and sizes are as shown on the attached drawings. There is an opportunity for some storage under the new bleachers. I will be reviewing your application and preparing the staff report for the Planning Commission and City Council. On December 22, 2020, the city received your application for the above use. Per state statute 15.99, the city is required to make a decision within 60 days of receipt of the completed application. Subdivision 3 of that section requires the city to notify an applicant within 15 business days if information is missing, delaying the start of the 60 day review period. A city may extend the 60 day review period up to 120 days to complete the review. With the receipt of the required materials on December 22, 2020, the application for a CUP has been deemed complete, and the 60-day review period starts. This application has been assigned Case Number CU 21-01 and is scheduled to be reviewed by the Planning Commission on January 26, 2021, at 6:30 p.m. at the Elk River City Hall, 13065 Orono Parkway. With a Planning Commission recommendation, the City Council will review your application no earlier than February 16, 2021 (Tuesday). Staff conducted a thorough site plan review on January 4, 2021 and has the following comments: Water Department 1. Page 16, keyed note #11 on plans: The minimum size of water service line and corporation when the water service line exceeds 200-feet shall be 1½”. Please submit revised the drawing(s) and other requested information, as indicated above, by January 19, 2021.
