7.1 PRSR 02-10-2021 The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 7.1 Agenda Section Action Item Meeting Date February 10, 2021 Prepared by Michael Hecker, Parks and Recreation Director Item Description Trails Maintenance Rating System Reviewed by Justin Femrite, Public Works Director Reviewed by Cal Portner, City Administrator Action Requested Discuss a rating system for the city’s trail system. Recommend, by motion, a target system average rating for the overall trail pavements. Background/Discussion On November 4, 2020, the Commission reviewed a video of popular trail segments and discussed the need to prioritize maintenance and replacement. Many indicated a desire to have funding for trails maintenance. Engineering staff has mapped all segments and rated their pavement condition on a 0-10 index, much like the Street Pavement Rating Index which uses a 0-100 index. Financial Impact N/A. New Construction. Fog seal within 2- years of construction. Severe surface raveling. Longitudinal and transverse cracks (open more than 1/2") with secondary cracks fully developed. Longitudinal cracks developed along trail edge. Patches and trail edges in fair condition. Tree root or rodent damaged (heaves or sunken) areas spaced between 50'-100'. Severe surface loss with closely spaced longitudinal and transverse cracks that have developed into second and third cracks. Patches and trail edges in fair to poor condition. Tree root, rodent damage and other pothole areas spaced less than 50'. Severe surface loss with closely spaced longitudinal and transverse cracks that have developed into full alligatoring. Patches and trail edges in poor condition. Tree root, rodent damage and other pothole areas spaced less than 50'. Severe distress with extensive loss of surface integrity Failed. Redesign and reconstruction of trail including aggregate base, areas of subgrade correction and drainage improvements. Nearly unusable. Redesign and reconstruction of trail including aggregate base, areas of subgrade correction and drainage improvements. Candidate for a Full Depth Reclamation (FDR) with new pavement. Consider root treatment as part of the reconditioning effort. Very aged with structural edge degradation. Recondition with patching of worst areas and bituminous overlay of full section. Consider root treatment in isolated areas. None None No longitudinal cracks. Occasional transverse crack, widely spaced (40' or greater). All cracks sealed or tight (open less than 1/4"). Very slight or no raveling, surface shows few signs of wear. Longitudinal and transverse cracks (open 1/4") spaced 10' or more apart, little or slight crack raveling. Few patches and trail edges in excellent condition. Tree root or rodent damaged (heaves or sunken) areas spaced 500' or more. Slight raveling (loss of fines), surface showing signs of wear or degradation. Longitudinal and transverse cracks (open 1/4"- 1/2") spaced 10' or less apart with some block cracking developing. Patches and trail edges in good condition. Tree root or rodent damaged (heaves or sunken) areas spaced between 200'-500'. Moderate raveling (loss of fines and course aggregate). Longitudinal and transverse cracks (open more than 1/2") with secondary cracks now developing. Signs of longitudinal cracking developing along trail edge. Patches and trail edges in fair condition. Tree root or rodent damaged (heaves or sunken) areas spaced between 100'-200'. Surface aging and edge degradation. Recondition most cracks and edge deformation with velocity patching. Potential candidate for a micro seal or bituminous overlay after patching. Shows signs of aging. Sound structural condition. Cracks treated with a combination of standard filling and velocity patching. Surface condition should be extended with micro seal. Shows limited signs of aging. Maintain with standard crack filling (routed and rubber filled). First signs of aging. Recent fog or micro seal. Little or no maintenance required. Recent overlay, like new. Fog seal within 2- years of last overlay.
