Recommend, by motion, the expansion of the Woodland Trails Regional parking lot. Background/Discussion Commissioner Mike Niziolek requested a discussion of the Woodland Trails Regional Trails Regional Park (WTRP) to discuss parking lot expansion due to the increase in the number of park users. The parking lot is scheduled for pavement maintenance in the form of a mill and overlay in 2021 together with construction of a new access trail as part of the Active Elk River project. Staff discussed the possibility of increasing the number of parking spots as part of this maintenance work. According to the 2016 WTRP Master Plan, the lot should be reconfigured to support angled parking and one-way traffic. Financial Impact An expansion would be funded through Park Dedication and estimated at about $40,000. The Pavement Management Fund supports rehabilitation of exiting pavements, not new construction/expansion. The trail funded through Active Elk River is about $55,000.
