DISCUSSION:
• In the last 30 days, the level two charger located downtown had 32 sessions and
provided customers with 477 kWh of green energy. The DC fast charger at the Coborn’s
fuel station had 12 sessions and provided 145 kWh. The charger in the ERMU/City Hall
parking lot had 6 sessions and provided customers with 100 kWh. There was a total of
50 charging sessions and 722 kWh of energy provided over the last 30 days.
• The major topics in 2021 for the Minnesota Municipal Utilities Association’s government
relations group are: renewable energy proposals, Energy Conservation & Optimization
(ECO Act), department of labor charges for inspecting load management radio receivers,
Gopher State One Call processes, broadband funding, and bonding for public facilities.
• Staff is continuing to work with Waste Management; McGrann, Shea, Carnival, Straughn
& Lamb legal services; and Dave Berg Consulting, LLC on the future operations of the
landfill-gas-to-electric plant.
• Energy City Commission has been working with the Elk River Parks and Recreation
Department to determine the location of the demonstration solar-powered shelter. The
location and type of structure will be finalized in preparation for the Orono Park
redevelopment project. The plan is to pour the concrete in 2021 with the construction
of the shelter and solar photovoltaic array to occur in 2022.
• Staff completed the annual compliance filing on Distributed Generation Docket No. E999
21-10. This filing provides the Minnesota Department of Commerce with a complete list
of all the distributed generation resources that are interconnected, or in the process of
interconnection, with the distribution system. This year ERMU connected eight new
solar photovoltaic systems. This was the most systems connected in one year. A
summary is attached.

• Finalized the participants and talking points for the Data Center Summit 2021 discussion
panel, held in partnership with City of Elk River Economic Development Authority (EDA),
occurring on March 17. Each year the Minnesota Real Estate Journal provides training
seminars for brokers and agents for continuing education credits to retain their licenses.
This year ERMU and the EDA will provide a session on “Deciding Factors for Data Center
Locations.” Speakers will be from Elk River, Xcel Energy, and Minnesota Municipal
Power Agency.
